Relating to the classification and dissemination of government data; making certain technical, conforming and clarifying changes to certain provisions under the government data practices act, changing the terms state agency, political subdivision and statewide system to government entity; granting the legislative auditor access to classified data for inspection purposes; classifying certain investment related data of the state board of investment; providing a maximum set copy fee for a certain fewer number of copies of data; requiring state agencies handling private or confidential data on individuals to disclose breaches of security, specifying certain notice requirements; clarifying the right of access to educational records of children with disabilities; authorizing responsible authorities of government entities to make security information accessible under certain public health, public safety or law enforcement conditions; classifying certain data maintained by the department of health office of health facility complaints; modifying the classification of certain human services licensing data relating to the number of reported serious injuries to or deaths of individuals in licensed programs, clarifying the classification of data relating to persons subject to license disqualification resulting from substantiated child or vulnerable adult maltreatment and authorizing access to certain child care and child development training records; classifying and providing for access to data created or maintained by government entities as part of the selection or evaluation process under a request for proposals; reclassifying internal competitive proposals and internal competitive responses relating to bids or proposals to provide local government services prepared by state agencies in competition with the private sector; classifying data relating to applicants for election or appointment to public bodies; classifying certain data collected and maintained by the board of animal health, authorizing disclosure of the data for law enforcement or public or animal health or safety protection purposes; classifying certain department of transportation (DOT) data relating to design build transportation projects and applicants for or users of toll facilities and high occupancy vehicle (HOV) lanes charging a user fee; expanding the application of a certain provision regulating comprehensive law enforcement data to the entire department of commerce; authorizing and providing for the agricultural and economic development, small
business development center advisory, job skills partnership and urban
initiative boards and the governor's workforce development and explore Minnesota tourism councils to conduct meetings by telephone or other electronic means under certain conditions; providing for the classification of personal motor vehicle registration and drivers license data, requiring consent for disclosure; clarifying certain provisions regulating motor vehicle accident reports and procedures, providing for vehicle owner access to certain records; authorizing an alternate mailing address for motor vehicle titles and drivers licenses under certain conditions; recodifying the provision designating the commissioner of public safety as the agent for service of process in the case of an absent resident or nonresident involved in an accident, use of a motor vehicle in the state to be considered an irrevocable appointment of the commissioner as agent and prescribing the service procedure, providing for continuance of court proceedings under certain conditions; classifying state taxpayer identifying numbers of business entities as public and clarifying the definition of data subject relating to business entities for tax return information access purposes; providing for the classification and treatment of and access to data in the comprehensive incident based reporting system in the department of public safety containing data from law enforcement agencies and managed by the bureau of criminal apprehension (BCA), restricting access to criminal or background investigations and to the subject of the data, providing for individual challenges to completeness and accuracy of the data, requiring legislative authorization for establishment by the department of a subscription service and a commissioner of public safety report to the legislature on possible use of CIBRS data and on the advisability of prohibiting the possession or use of devices or chemicals to falsify results of drug and alcohol testing; regulating the content of and access to wireless telephone directories and the use of social security numbers; requiring the commissioner of administration to review the applicable laws, rules and policies to determine appropriate handling of genetic information and report to the legislature; specifying certain renumbering and cross reference change instructions to the revisor of statutes; repealing a certain accident reporting form requirement
