ARTICLE 1 - JOBS AND ECONOMIC DEVELOPMENT APPROPRIATIONS

Appropriating money to the commissioner of employment and economic development (DEED) for business and community development, for the job skills partnership and opportunities industrialization center programs, for extended employment services for persons with severe disabilities, for independent living center grants, for the Minnesota employment center for deaf or hard of hearing people, for employment support services to persons with mental illness, for state services for the blind and for state funded administration, to the commissioner of commerce for financial examinations, for the petroleum tank release cleanup board, for administrative services, for market assurance and for energy and telecommunications, to the housing finance agency (HFA) for the economic development and housing challenge program, for the housing trust and affordable rental investment funds, for rental assistance for persons with mental illness, for family homeless prevention and assistance, for the housing rehabilitation and accessibility and home ownership education, counseling and training programs and for capacity building grants, to explore Minnesota tourism for certain marketing activities, for a grant to the Mississippi River parkway commission and for the film board, to the commissioner of labor and industry for workers compensation, for the apprenticeship and labor education and advancement programs and for general support, to the bureau of mediation services, to the workers compensation court of appeals, to the Minnesota historical society for education and outreach, for preservation and access, for the Minnesota international center, for the air national guard and military museums and for farmamerica, to the board of arts for operations and services, for grants programs and for regional arts councils, to the boards of accountancy, of architecture, engineering, land surveying, landscape architecture, geoscience and interior design, of barber and cosmetologists examiners and of electricity and to the public utilities commission (PUC); providing for certain fund transfers and specifying certain match requirements; cancelling certain unencumbered balances from the fair housing and mortgage education programs and from the contaminated site cleanup and development and liquefied petroleum gas accounts to the general fund; setting the budget base for the home ownership assistance fund; increasing certain pipefitter license fees; requiring the boards of accountancy and of architecture, engineering, land surveying, landscape architecture, geoscience and interior design to combine administrative functions

ARTICLE 2 - JOBS AND ECONOMIC DEVELOPMENT

Updating certain weights and measures standards; setting or increasing certain license fees payable to the commissioner of commerce; expanding the membership requirements for the real estate appraiser advisory board and specifying a frequency requirement for board meetings; authorizing the petroleum tank release compensation board to adopt rules specifying competitive bidding and proposal and invoice requirements for consultant services proposals; authorizing the board to provide reimbursements for certain bulk plant work completed after a certain date under certain conditions and extending the expiration date of the program; increasing the amounts of money required to be allocated for renewable energy production incentives; modifying certain Minnesota redevelopment account provisions, expanding authorized use to the metropolitan area and specifying certain project priority and grant match requirements; authorizing the commissioner of employment and economic development to sell marketing materials at cost to economic development organizations to pay for production of the materials; modifying the portion of Minnesota investment fund grants allowed to be retained by local communities or tribal governments; modifying certain job training program grant requirements relating to the duration of education and training courses and the income limit for eligibility purposes; modifying certain business subsidy reporting requirements; removing the chair of the workforce development council from the membership of the job skills partnership board; specifying and expanding certain authorized uses of workforce development funds; establishing the special incumbent worker training services grant program under the job skills partnership program to expand opportunities for businesses and workers to gain new skills; requiring the commissioner of labor and industry to issue annual permits to boats carrying passengers for hire on inland waters; modifying certain boiler inspection, registration and license fee requirements and certain reporting requirements of boiler insurers and specifying certain registration and examination requirements; expanding eligibility for renewable energy production incentive payments for wind energy conversion facilities; creating an exception to the requirement for telephone companies to annually forward balance sheets to the public utilities commission and the commissioner of commerce; modifying certain regulatory expense assessment provisions, imposing a new authority filing fee and increasing the maximum assessment for the performance of PUC and commerce department duties; requiring and providing for the commissioner recommendations to the legislature for establishment of a per number fee to fund the telephone assistance (TAP), telecommunications access (TAM) and 911 emergency and public safety communications programs, requiring remittance to the commissioner of revenue for allocation purposes; modifying the responsibility of the director of the weights and measures division of the department of commerce relating to providing metrological services and support and granting the director certain citations issuance authority; modifying certain petroleum products inspection and fee requirements; requiring refineries or terminals selling or transferring diesel fuel to provide a bill of lading or shipping manifest to the person receiving the fuel, specifying certain document disclosure requirements; providing for automotive fuel ratings, certification and posting, specifying certain duties of distributors, retailers and the director; authorizing the dissemination of unemployment insurance data without consent of the subject of the data to local and state welfare agencies to identify employment, wages and other information to assist in the collection of debts generated by overpayments in assistance programs; prohibiting the commissioner of Iron Range resources and rehabilitation from selling or privatizing project areas or functions of the agency without IRRRB approval; regulating representations of 911 emergency phone service, specifying certain restrictions and certain disclosure requirements; requiring reimbursement to the department of commerce for legal and administrative expenses under the contractors recovery fund; modifying certain requirements for the sale of abandoned securities and for county capital improvement plans; expanding the authority of the housing finance agency (HFA) to refinance residential housing and eligibility for the economic development and housing challenge grant or loan program; reducing the marriage license fee and eliminating the portion of the fee allocated for the displaced homemaker program; extending the expiration date for the authority of the PUC to assess administrative penalties for anticompetitive activities of telecommunications providers and the temporary petrofund fee exemption for state commercial airlines; requiring the commissioner of employment and economic development to develop an initiative to promote employment opportunities for minorities and to investigate options for charging fees for services to help companies seeking federal phase II small business innovation research grants; requiring the commissioners of labor and industry and DEED to convene a prevailing wage advisory council to analyze certain issues relating to the prevailing wage rate for construction workers and report to the governor and legislature by a certain date; establishing a temporary Minnesota sesquicentennial commission to plan activities relating to the 150th anniversary of statehood, specifying certain membership requirements and duties; specifying certain renumbering and cross reference correction instructions to the revisor of statutes; repealing certain criteria for use of the redevelopment accounts, the authority of the commissioner of employment and economic development to enter into tourism project agreements, a certain workforce development programs reporting requirement of the job skills partnership board, the definitions of carbon monoxide control area and period under the weights and measures division and mortgage credit certificate aid

ARTICLE 3 - HUMAN SERVICES APPROPRIATIONS

Appropriating money to the commissioner of human services for children and economic assistance grants and management; requiring the deposit of federal food stamps employment and training funds in the general fund, authorizing commissioner adjustment of the level of working family credit expenditures claimed as temporary assistance for needy families maintenance of effort and specifying certain TANF/MOE requirements; increasing the general fund base for basic sliding fee child care assistance and for adoption and relative custody assistance grants; delaying regional significance grant program projects; granting the commissioner certain spending authority for food stamps bonus awards; providing funding for operation of the child support payment center and the child support guidelines economic impact study; limiting certain appropriations and requiring, authorizing or prohibiting certain fund transfers; prohibiting the commissioners of health and human services from using indirect cost allocations to pay for the operational costs of programs; sunsetting uncodified language

ARTICLE 4 - DEPARTMENT OF HUMAN SERVICES FORECAST ADJUSTMENT

Making certain forecast adjustments in certain appropriations to the department of human services for continuing care and economic support grants and for child care

ARTICLE 5 - CHILDREN AND FAMILIES

Specifying certain annual reporting requirements of the commissioner of human services relating to child care assistance programs; continuing or imposing certain child care provider rate reimbursement restrictions and requiring the commissioner to annually report on access of families receiving child care assistance to child care programs; limiting the number of absent days allowed for reimbursement to child care providers, requiring medical condition documentation to exceed the limit;changing the prohibition on the start of the school year before September 1st to a start before Labor Day; imposing certain inservice safety training requirements for primary caregivers, child care centers, teachers, assistant teachers and staff members; reducing child care center licensing fees under the human services licensing act; reinstating the American Indian and alcohol and other drug abuse advisory councils; authorizing and providing for the commissioner of human services to authorize projects to test tribal delivery of child welfare services to American Indian children, parents and custodians living on reservations; requiring the commissioner to prepare annual reports on the number of new applicants for general assistance (GA), the Minnesota family investment program and food support; requiring the deposit of certain child support collections in the general fund; expanding eligibility under medical assistance (MA) for targeted case management services for vulnerable adults and persons with developmental disabilities to certain adults lacking a permanent residence; extending the traumatic brain injury program advisory committee; specifying the standard of assistance for general assistance (GA) recipients residing in the state for a certain short period of time and living independently; modifying certain responsibilities of the commissioner relating to recoveries under interim general assistance agreements, authorizing certain advocacy and support services contracts and specifying a certain recoveries retention limit; modifying the group residential housing (GRH) supplementary payment rate for certain facilities in Hennepin county serving chemically dependent persons; imposing a residency requirement for diversionary work program applicants under MFIP and providing for the calculation of assistance paid to eligible DWP family units residing in the state for a certain short period of time; increasing the amount of rental subsidies counted as unearned income by county agencies under MFIP and expanding job counselors employment and training services overview content requirements; excluding certain MFIP ill or incapacitated participants from the self support index and the work participation rate for measuring purposes; specifying certain interstate payment standards for eligible DWP family units, temporary absences from the state and certain mandatory unit members not to affect the residency requirement; requiring and providing for the commissioner to establish a long term homeless supportive services fund to provide integrated services needed to stabilize individuals, families and youth living in supportive housing; reinstating and sunsetting the American Indian child welfare advisory council; requiring and providing for a commissioner study of the economic impact of the child support guidelines; repealing the previous child care provider reimbursement rate freeze and related report to the legislature, the child support collection account, the interim general assistance advocacy incentive program and certain rules requiring the screening of general assistance applicants or recipients for eligibility for other maintenance programs and the eligibility of supplemental security income (SSI) applicants for certain special services

Appropriating money to the commissioner of human services for the child care assistance provider reimbursement rate grant program upon the passage of certain legislation establishing a racino, requiring the commissioner to create the program to provide a higher reimbursement rate to certain nonmetropolitan area child care providers, specifying certain provider eligibility requirements, prescribing the application procedure and providing for the reimbursements, sunset

ARTICLE 8 - REGULATION OF SERVICE CONTRACTS

Providing for the regulation of service contracts and contract providers, exemptions; specifying certain requirements for transacting business, authorizing the appointment of an administrator, requiring registration with the commissioner of commerce, specifying certain insurance and other financial requirements, imposing a right of return; specifying certain required disclosures relating to reimbursement insurance policies and service contracts; specifying certain prohibited acts and recordkeeping requirements; providing for termination of reimbursement insurance
policies, imposing certain obligations on insurers; severability provision;
prohibiting certain unfair or deceptive practices relating to service contracts
