Relating to state employees; modifying certain grievance appeal procedures; providing for appeal to the bureau of mediation services in lieu of the office of administrative hearings; eliminating the restriction on use of both the procedure under the department of employee relations (DOER) and the procedure under a collective bargaining agreement and providing for the selection of arbitrators to hear and decide appeals; eliminating the authority of appointing authorities to require correctional personnel covered by the correctional employees plan of the Minnesota state retirement system (MSRS) to retire upon reaching the normal retirement age
