Modifying the Minnesota emergency health powers act; defining declared emergency; expanding the definition of facility to licensed health care facilities under certain limited conditions; defining certain volunteers assisting the state during emergencies or disasters registering with and under the direction and control of state agencies as state employees for workers compensation and tort claim defense and indemnification purposes; preserving certain other laws; removing public health emergencies from certain provisions regulating national security or peacetime emergency declarations; requiring governor or state emergency management director consultation with tribal authorities before declaring peacetime emergencies on tribal lands and governor notice to the legislature upon designation of peacetime emergencies, authorizing the legislature to terminate governor declared peacetime emergencies extending beyond the time limit, requiring the governor to call a special session of the legislature to extend the declared emergencies; modifying the authority of out of state license holders; authorizing and providing for the governor to issue emergency executive orders upon finding the number of seriously ill or injured persons in excess of the emergency hospital or medical transport capacity of one or more regional hospital systems; continuing certain provisions under the act
