  1.1                          A bill for an act 
  1.2             relating to higher education; creating a scholarship 
  1.3             program for low-income students; appropriating money; 
  1.4             amending Minnesota Statutes 2002, section 136A.121, by 
  1.5             adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 136A.121, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 18.  [LOW-INCOME STUDENTS; ADDITIONAL GRANT.] The 
  1.10  office as part of the grant process under this section shall 
  1.11  make additional grants to eligible students.  The additional 
  1.12  grants shall be made only to the extent funds are specifically 
  1.13  appropriated for the purpose of this subdivision.  An eligible 
  1.14  student is a student who is receiving a regular state grant 
  1.15  under this section, and: 
  1.16     (1) none of whose natural or stepparents attended a 
  1.17  postsecondary institution; 
  1.18     (2) who is attending an institution of the Minnesota State 
  1.19  Colleges and Universities system in a program of two years or 
  1.20  less duration that leads to job opportunities in a field in 
  1.21  which there is a reasonable expectation of obtaining employment 
  1.22  at a livable wage; and 
  1.23     (3) who is a low-income student as described in this 
  1.24  subdivision. 
  1.25     A grant shall be for $2,000 for a year or part of a year 
  2.1   and may be renewed only once so that the maximum total lifetime 
  2.2   grants to a student under this subdivision is $4,000. 
  2.3      Grants received under this subdivision shall be totally 
  2.4   disregarded in any calculation of a regular state grant under 
  2.5   this section. 
  2.6      For the purpose of this subdivision, "low-income" means 
  2.7   that in the pool of persons receiving regular state grants in 
  2.8   the same grant cycle, there is no one with less family income to 
  2.9   whom a grant may be awarded under this subdivision.  Grants must 
  2.10  be awarded from lowest family income to highest until the 
  2.11  appropriation for grants under this subdivision is spent. 
  2.12     The institution which a student is attending must obtain 
  2.13  and provide to the office information necessary to administer 
  2.14  the additional grant program under this subdivision. 
  2.15     Sec. 2.  [REAPPROPRIATION.] 
  2.16     The unobligated balance on June 30, 2004, in the 
  2.17  appropriation made by Laws 2003, chapter 133, article 1, section 
  2.18  2, subdivision 2, to the Higher Education Services Office for 
  2.19  the state grant program in fiscal year 2004 is canceled and is 
  2.20  reappropriated to the Higher Education Services Office for the 
  2.21  purpose of section 1.
