1.1 A bill for an act 1.2 relating to public safety; providing grants to 1.3 counties for additional probation officers to 1.4 supervise sex offenders; appropriating money. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [SEX OFFENDER SUPERVISION GRANTS.] 1.7 Subdivision 1. [GRANTS.] The commissioner of corrections 1.8 shall issue grants to counties for enhanced supervision of adult 1.9 felony sex offenders as originally provided for in Laws 2001, 1.10 First Special Session chapter 9, article 18, section 3, 1.11 subdivision 4. Counties may use the grants to employ additional 1.12 probation officers to reduce the caseloads of probation officers 1.13 who supervise sex offenders and to provide job training and 1.14 placement and treatment for sex offenders. 1.15 Subd. 2. [PLAN; FORMULA; DISTRIBUTION.] (a) Each Community 1.16 Corrections Act jurisdiction and the department's probation and 1.17 supervised release unit shall submit to the commissioner (1) an 1.18 analysis of their need for supervision of sex offenders, and (2) 1.19 a plan to reduce adult felony sex offender caseloads and to 1.20 provide job training, placement, treatment, and housing for sex 1.21 offenders. 1.22 (b) The commissioner shall distribute 25 percent of the 1.23 money appropriated for sex offender supervision grants to 1.24 non-Community Corrections Act counties and 75 percent to 1.25 Community Corrections Act counties. 2.1 (c) Upon approval of the plans required in paragraph (a), 2.2 the commissioner shall disburse the non-Community Corrections 2.3 Act grants based on statewide need. The grants to Community 2.4 Corrections Act counties are based on the formula contained in 2.5 Minnesota Statutes, section 401.10. 2.6 Sec. 2. [APPROPRIATION.] 2.7 $2,000,000 is appropriated from the general fund to the 2.8 commissioner of corrections for fiscal year 2005 to fund the sex 2.9 offender supervision grants provided for in section 1. 2.10 Sec. 3. [EFFECTIVE DATE.] 2.11 Sections 1 and 2 are effective July 1, 2004.
