E "Minnesota Surface Water Protection and Restoration Act", + providing for achievement and maintenance of surface water quality standards; +defining certain terms; providing for coordination and cooperation among the +pollution control agency, the state and local government units; specifying +certain implementation goals and policies; prescribing priorities for +identifying and restoring impaired waters; requiring the PCA to set priorities for +developing and approving total maximum daily loads for submission to the +federal environmental protection agency (EPA); specifying certain general +duties and authorities of the PCA for administration purposes, prescribing +procedures for TMDL approval, requiring an implementation plan; creating the +impaired waters coordinating council to advise the PCA on administration and +implementation and to foster coordination and cooperation, specifying certain membership representation requirements; requiring council recommendations to the+ governor on the appropriation of funds and biennial reports to the legislature+ on funded activities; providing for public and stakeholder participation and +for scientific review, specifying certain education strategies +development and implementation requirements; increasing the franchise tax on +corporations and the individual income tax rates; appropriating money to the PCA for +statewide assessment of surface water quality and trends, for development of +TMDLs, for certain restoration and prevention measures and for grants to public +agencies associated with individual sewage treatment system (ISTS) upgrade and replacement (mk, ja)
