E Modifying certain provisions regulating insurance; modifying the determination of the gross unearned premium subject to audit for +insurer return to the insurance premium finance company for the account of the +insured; eliminating the filing fee for certain large risk alternative rating +option plans; requiring notice to policyholders of nonrenewal due to +termination of agency contracts and of the right to renew with the company +terminating the contract; increasing the license fees for risk management services +vendors; expanding certain viatical settlement provider contract form approval+ and disclosure requirements to brokers; expanding the calculation of +incurred claims experience or health care expenses for health care policy loss+ ratio standards purposes to comprehensive health plan assessments; +modifying certain dependent health coverage requirements; increasing the visit and +annual coverage limits for coverage of at home recovery visits under basic +medicare supplement plans and eliminating the coverage exclusion for care +provided by family members and the requirement for issuers of the policies to +annually report to the commissioner of commerce on the grievance procedure; +requiring coverage under nonprofit health service plan corporation subscriber +contracts for cleft lip and cleft palate of newborn infants; providing for high deductible health plans under MCHA; excluding inquiries relating to hypothetical or potential claims under fire or homeowners insurance +from consideration for nonrenewal purposes; modifying initial and renewal application fees for self insured automobile insurance by local +government units and nonpolitical entities; eliminating certain disclosure +requirements of individual or group health insurers paying differing reimbursement +amounts to insureds electing to receive health care goods or services from +designated providers; defining accident and sickness insurance for claims +practices regulation purposes; requiring periodic health plan notice to +insureds or claimants of the disposition of accepted claims; requiring the +commissioner to annually establish the special compensation fund premium surcharge +rate to be used by workers compensation insurers for policies with new effective+ dates, requiring the rate to be sufficient to generate revenue necessary to +satisfy the pro rata share of the assessment obligations attributable to +insured employers and modifying certain rate prefiling requirements for +insurers filing certifications verifying the use of mutually agreed upon rating plans+ or rates to write insurance for certain large employers, requiring annual +refiling of the certifications; increasing the license application fee for data +service organizations; modifying the security fund assessment for workers +compensation self insurers and requiring immediate turn over of claim files and +data to the fund; providing for timely filing of actuarial opinions by self +insurers terminating self insurance authority, requiring assessment of the +expense of the opinions against the self insurers and imposing interest on +unpaid outstanding security fund assessments; modifying certain workers +compensation commercial self insurance group common claims fund surplus refund +requirements and authorizing the groups to provide all states coverage; expanding +insurers subject to payment requirements relating to workers compensation +disputes; requiring the commissioner to convene an informal working group to +address issues relating to the stabilization of the medicare supplemental +coverage market, specifying certain analysis and consultation requirements of +the working group and requiring a report to the legislature by a certain +date; repealing certain requirements for commissioner approval of +advertisements for life insurance policies with accelerated benefits before use and for +health plan companies to annually report to the commissioners of commerce or+ health with certain statistical information relating to coverage under +qualified plans issued by the Minnesota comprehensive health association (ja)
