Modifying certain human services policy provisions ARTICLE 1 � CHILD CARE; ASSISTANCE PROGRAMSAuthorizing the commissioner of education to develop and make +available to counties a child care addendum form to supplement combined or +statewide application forms for public assistance programs for families +applying for public and child care assistance; requiring county periodic +redetermination of eligibility for child care assistance; modifying the allocation +formula under the basic sliding fee program relating to the reinstatement list; +requiring and providing for periodic reauthorization of child care providers for +assistance purposes; modifying certain eligibility requirements for child care +services grants; redefining professional certification for general assistance +(GA) eligibility purposes ARTICLE 2 � ADOPTION AND CHILD PLACEMENTModifying certain child adoption and placement provisions; expanding +the scope of relative custody assistance and the definition of local agency for assistance purposes; specifying the proper venue for adoption +proceedings for children committed to the guardianship of the commissioner of human +services and providing for transfer of venue under certain conditions; +eliminating the fingerprint requirement for background check purposes; requiring +commissioner maintenance of permanent records of adoptions granted in the state; +modifying certain provisions providing for the duty to ensure placement +prevention and family reunification for children alleged to be in need of protection+ or services and to the termination of parental rights; expanding medical assistance (MA) coverage for rehabilitative mental +health services; combining certain case management services with certain +assertive community team services; repealing a certain requirement for counties+ to report civil commitment costs to the commissioner ARTICLE 6 � CONTINUING CARE FOR THE ELDERLYModifying certain definitions relating to construction projects or +costs under the nursing home bed moratorium; expanding the requirement for the +commissioner of human services to designate community information and referral +call centers; requiring proration of certain nursing facility medical assistance +(MA) payment rate increases for certain facilities with beds licensed for both +nursing home care and boarding care, restricting adjustments (mk)
