Requiring the commissioner of health to use money received for the +services for children with special health needs program to purchase health +insurance coverage for eligible children; requiring families participating in +the children with special health needs program to pay a certain per month+ copayment for deposit in the children with special health needs account in the +special revenue fund for use to maximize potential federal matching funds; +requiring the commissioner to reinstate certain rules relating to and +appropriating money in the special account to the commissioner for the program (ra)
