E Modifying the policy for the provision of telecommunications and + information services by the commissioner of administration; requiring the +commissioner to ensure efficient, secure and equitable network communications for and+ among government entities and in consultation with an enterprise network +council to be appointed by the commissioner to design, plan, provide and manage +a core state enterprise network and through the office of technology to +establish and publish an open network plan and standards and a central services +gateway architecture to the state enterprise network to enable public and +private sector vendors to interconnect customer networks with other networks +and the enterprise network on a nondiscriminatory basis at fair and +reasonable rates; eliminating the authority of the commissioner to serve educational institutions, public corporations, Indian tribal governments, local +government units and public television stations, transitional provision relating+ to public schools; authorizing the commissioner to purchase, own or lease +certain customer premises equipment and to own, lease, operate and staff a +network operation center for testing, troubleshooting and maintaining +enterprise network operations; modifying certain additional duties of the +commissioner relating to the provision of other telecommunications and information+ services, authorizing the commissioner to assist entities in interconnecting +networks with the state enterprise network; requiring the commissioner to +require state agencies to participate in community based aggregation of demand for telecommunication and information services upon anticipation of +economic benefit(mk, ja)
