Modifying certain restrictions on the operation of off highway +vehicles on public and privately owned lands in unfrozen wetlands or public +waters, providing for certain utility and other exemptions; restricting the +use of off road vehicles on lands administered by the commissioner of natural +resources (DNR) on designated trails or areas; modifying the exception to the +prohibition on youthful operation of certain larger all-terrain vehicles; +authorizing the use of off road vehicles or ATVs on state forest lands classified as +managed or limited under certain hunting conditions, exceptions; authorizing the commissioner to determine whether to allow ATVs on forest roads in +closed forests for hunting big game during open season; creating a +rulemaking exemption for commissioner designation of forest trails, authorizing +public meetings; expanding certain forest classification status review +requirements of the commissioner to state forests classified as limited (mk)
