Modifying restrictions on off highway vehicle trail designation; +requiring the preparation of annual budgets at the regional level for enforcement, +notice, monitoring and managing of off highway vehicle trails before +designation; requiring the commissioner of natural resources (DNR) to develop a +system for recording, tracking and addressing complaints and grant in aid trail +violations and requiring reports of violations by local trail sponsors and +regional field offices to annually collect from off highway vehicle clubs lists of +landowners for the trails and maps showing trail alignment and segments +receiving significant maintenance work in the upcoming year; specifying +certain additional duties of the commissioner relating to reductions in +future grants for violations, development of criteria for determining the type of +projects to be reviewed, provision of information necessary for local trail +sponsors to develop trail management plans, prohibiting local sponsors from +assigning responsibility for oversight of trail grants to local officials, +requiring club officials to participate in training relating to grant processes and +grant recipient duties; modifying the authored uses of the off highway +vehicle damage account; creating a task force to examine and report on the purpose +and appropriateness of legislation permitting gas tax revenue allocation +to a certain number of off highway vehicle dedicated accounts, specifying +task force membership requirements and appropriating money to the commissioner +of revenue as the designated chair of the task force (mk)
