SF 2602 Senate Long Description

Modifying certain medical assistance (MA), general assistance medical+ care and MinnesotaCare program provisions; authorizing the commissioner of +health to use money received for the services for children with special health care+ needs program to purchase health care coverage for eligible children; +temporarily expanding medical assistance coverage for certain pregnant women, +infants and children; eliminating the dental services coverage annual benefit +limit for adults; reducing the deduction percentage in commissioner of human +services estimates of the wholesale cost of drugs for medical assistance +payment rate determination purposes; increasing the payment rate for dental +services and eliminating the coinsurance requirement on basic restorative dental +services under GAMC; providing coverage under MinnesotaCare for certain +nonpreventive adult dental care services and expanding coverage for certain +children; reducing the provider gross earnings tax rate and requiring the +commissioner of revenue to adjust the rates based on determinations of the +commissioner of finance relating to the structural balance of the health care access +fund, specifying certain duties of the commissioner of finance relating to +the determination; increasing the cigarette and tobacco tax rates and +imposing a floor stocks tax, requiring the crediting of certain tax and license +fee revenues to the health care access fund; requiring the commissioner +of health in consultation with the commissioners of human services, commerce +and employee relations (DOER) to convene a work group to study and make +recommendations on creating incentives within the health care system to encourage +healthy lifestyles, specifying certain membership representation requirements+ and duties, requiring the commissioner of health to submit the +recommendations of the work group to the legislature by a certain date; appropriating +money for a grant to the Minnesota comprehensive health association (MCHA) to +offset the annual assessment of contributing members, to the commissioner of +health for tobacco use prevention grants and for the children with special +health care needs program and to the commissioner of human services for +reimbursements to critical access dental providers and for provisions implementation +purposes; repealing a certain provision limiting benefits coverage for certain +single adults and households without children under MinnesotaCare (mk)
