Relating to crime; modifying certain provisions regulating sex +offenders; expanding requirements under the predatory offenders registration law+ to persons aiding, abetting, or conspiring to commit a listed offense or+ falsely imprisoning adults and modifying certain registration procedures, +requiring the registration of certain persons upon admission to the +correctional facility; requiring the bureau of criminal apprehension to confirm +out of state residence addresses for registration requirements termination +purposes; prescribing the registration procedure for persons lacking a primary +address; requiring and providing for in person contact with the law +enforcement agency of jurisdiction over the primary address for risk level II or III +offenders no longer under supervision by the department of corrections for a +registration offense, requiring the law enforcement agency to enter certain +information into the predatory offender registration database and submit updated +photographs of the offenders to the BCA; imposing an additional penalty on persons +failing to comply with registration or reporting requirements; expanding and +modifying certain information and registration period requirements; requiring +the prosecution of registration violations in the jurisdiction of the +last registered primary address; excluding electronic home monitoring from+ the definitions of confinement or incarceration; providing for the +admissibility of certified copies of predatory offender registration records as +evidence; expanding the provision requiring registration for certain other +offenses to assault in the fourth degree; requiring reregistration of offenders +from other states under certain conditions; requiring opinions of the +commissioner of corrections relating to civil commitment to be based on +recommendations of a department screening committee and legal reviews and recommendations +from a representative of the office of the attorney general knowledgeable in+ the legal requirements of the civil commitment process; requiring the +commissioner of human services to create forensic patient transition savings accounts+ for patients receiving treatment in secure treatment facilities from a +portion of the patient share of the cost of care to be available upon transition+ of the patient into the community; defining administrative restriction, +safety and security under the civil commitment law and providing for the right +of patients to be free from unnecessary or excessive administrative restriction; +providing for disclosure without the consent of the patient of health +information to treatment facilities upon filing of a petition for amendment of +provisional discharge or discharge with the commissioner of human services to +evaluate compliance with the terms of the discharge; stating the findings of +the legislature relating to protection of civilly committed sex offenders+ under the patients bill of rights, authorizing the commissioner of human +services to limit the statutory rights of patients to ensure the safety and +security of the treatment facility, staff, other patients and the public, authorizing+ heads of secure treatment facilities to further limit certain other statutory +rights of sexual psychopathic personalities or sexually dangerous persons; +expanding the crime of assault in the fourth degree to acts committed against +employees or other individuals providing care or treatment at certain treatment +facilities; appropriating money to the commissioner of public safety to upgrade +the predatory offender registration database and for additional staff in +the BCA to eliminate the DNA database backlog and to enhance predatory offender registration compliance(ra)
