Imposing certain duties on the department of human services relating +to rights of foster care providers and prospective adoptive parents; requiring +the department within a certain number of days of placing a child to +inform foster or prospective adoptive parents of health and safety issues relating +to the child including past allegations of abuse made by the child against +previous foster or adoptive parents and to allow before placement the foster +or prospective adoptive parents to review information relating to the +child and the parents to assist in determining proper placement; requiring the +department to provide case plans relating to placement, to solicit the input of +foster parents in ongoing development of the plans and to provide +information to the foster parents relating to the family background and health history +of the child, information to remain confidential; requiring the department +to provide foster parents with timely notice of changes in case plans, placement termination, scheduled meetings and staffing, court orders and +proceedings, consent for communications with professionals, foster home records, +mediation efforts, explanations of the roles of the department and birth +families, department contact information, financial reimbursement and training +and support; requiring the department to treat foster parents with +dignity, respect, trust and consideration and to consider the foster parents +in adoptive placement decisions for continuity purposes (ra)
