E Relating to transportation ARTICLE 1 � TRANSPORTATION MISCELLANEOUSProviding for commissioner of transportation (DOT) cost sharing +agreements with Indian tribal authorities to provide for maintenance, design and +construction of highways on tribal lands; authorizing the commissioner to require +electronic bids for highway construction contracts over a certain amount; making+ the county and municipal state aid highway systems advisory and screening committees and the local road improvement fund advisory committee +permanent; eliminating the requirement for the commissioner to appoint a natural preservation route advisory committee for each construction district; prohibiting the commissioner of public safety from issuing vehicle registrations, license plates or permits to vehicles assigned to +commercial motor carriers prohibited from operating in interstate commerce by a +federal agency, authorizing reinstatement upon federal agency rescission of +the prohibition; imposing a surety bond requirement on dealers of +certain trailers designed to transport small construction or farm equipment, +exceptions; authorizing vehicles hauling raw or unfinished forest products from +certain highway load restrictions under certain conditions, requiring a +permit and providing for disposition of the fee; authorizing the governing +bodies of counties, cities or towns to designate streets or highways for +transporting permitted weights without approval of the commissioner of +transportation; requiring and providing for hazardous materials license endorsement +background checks; expanding the definition of appropriate agency for criminal +forfeiture purposes to the division of driver and vehicle services in the +department of public safety for drivers license or identification (ID) card +transactions violations purposes; repealing the major transportation projects +commissionARTICLE 2 - HIGHWAY SAFETY REST AREASModifying certain provisions regulating highway safety rest areas and+ travel (tourist) information centers; authorizing and providing for the +commissioner of transportation (DOT) to enter into lease agreements with public, +nonprofit or private entities for the use of safety rest areas and travel +information centers; authorizing sales of certain merchandise by the commissioner+ at rest areas, authorizing advertising and providing for the deposit of +revenues; regulating competing merchandise at rest areas; authorizing and +providing for the commissioner to enter into agreements for public or private +sponsorship of rest areas by transportation or tourism related entities; authorizing+ the sale of surplus rest area property and appropriating the proceeds to the commissioner for sale costs; prohibiting commissioner actions +resulting in the loss of federal highway funds or requiring the payment of highway +funds to the federal government; establishing a safety rest area account in the +trunk highway fund, requiring commissioner deposit of certain revenue in +the account and authorizing use of money in the account to fund safety rest +areas; changing the travel information franchise program to the travel information +advertising program and authorizing and providing for commissioner lease of +advertising space under the program and for certain vendor agreements, +authorizing the commissioner and the director of the office of tourism to enter into +an interagency agreement to define the distribution of revenues under +the program; placing a moratorium on commissioner closing or substantially +reducing the hours of operation of certain trunk or interstate highway safety rest+ areas; specifying certain renumbering and cross reference change +instructions to the revisor of statutes (mk, ja)
