E "Homeowners Protection Act"; authorizing the commissioner of + administration to by rule establish or approve continuing education programs for +persons engaged in plan review and inspection for compliance with state +construction codes, requiring municipal payment for attendance of employees +performing plan review or inspection at authorized continuing education classes; +expanding the content requirements for local government unit annual building code +reports to the commissioner relating to permits and inspections; making +mandatory the option for the commissioner of commerce to adopt standards for +continuing education requirements and course approval for residential +contractors and requiring the inclusion of certain subject areas; requiring the +commissioner to develop additional standards to address changes in building codes and+ laws relating to residential construction and remodeling; specifying +certain requirements for prelicensure education, requiring reflection of +completion on applications for residential contractor licenses; requiring the +commissioner to develop a guide for homeowners to be available electronically to real+ estate brokers and salespersons, residential building contractors and +remodelers and the public, specifying certain guide content requirements; providing +for the award of prevailing vendee and owner costs, disbursements and +attorney fees in home warranty breach cases and providing a statutory cure; providing +a property tax reduction for structures contaminated by mold and requiring +written contracts for contractor licensee services, specifying certain +contract content and copy requirements (ra, ja)
