E Relating to health; modifying and clarifying certain birth defects information system provisions, changing the birth defects registry +system to the Minnesota birth defects information system; requiring the +commissioner of health to establish and maintain an information system containing +data on the cause, treatment, prevention and cure of major birth defects and +developmental disabilities and specifying certain commissioner system design +requirements; requiring hospitals, clinics and similar institutions to provide the commissioner with access to information on birth defect cases, +authorizing other data repositories to provide access, liability immunity +provision; requiring parents or legal guardians to be informed by the +commissioner of the authority to request removal of personal identifying information from+ the information system; classifying birth defects data; regulating the dissemination of information in the system to state or local +government agencies inside or outside the state (ra, ja)
