Requiring the commissioner of education to expand the scholars of +distinction program to include mathematics, leadership and theater arts to +nurture and recognize distinguished achievement by highly motivated students and +to authorize the creation of statewide coordinating boards to oversee implementation of the mathematics, leadership and theater arts +specialty areas for the program, specifying certain membership representation +requirements; requiring the boards to expand the opportunities for students in +kindergarten through grade 12 to participate in the program, to establish +statewide certification panels to determine student achievement of the +requirements for the particular specialty and to assist schools, community +organizations and other entities wishing to establish the program; requiring +participating students to demonstrate mastery of complex subject matter and to +apply knowledge and skills on challenging projects, requiring notation as a+ scholar of distinction on transcripts of students successfully completing the+ program; appropriating money to the commissioner to fund the coordinating +boards (ra)
