Relating to education; establishing a high performance teacher reward+ pilot project for low performing public schools with high numbers of +disadvantaged students to attract and retain high quality, experienced and +successful teachers for students academic achievement growth assistance +purposes; requiring and providing for the commissioner of education to +identify eligible schools through use of school performance report cards and the free +and reduced price lunch count, requiring the ranking of schools by geographic +area; requiring selection of a school from each of the geographic areas to participate in the pilot project; requiring school district +superintendents in consultation with the commissioner to select the school principals, +authorizing groups of teachers to form a cooperative to assume the +responsibilities of principal upon superintendent approval, specifying certain powers and+ duties; exempting the schools from certain statutes and rules; subjecting the+ schools to financial audit and certain transportation and employment +requirements and requiring compliance with certain statutory requirements relating to +the deposit and investment of funds, contracts, claims, prompt payment of+ bills, reports, records and the education of students with disabilities; +requiring the determination of teacher performance measurement indicators, the +amount of performance pay and the payment schedule, specifying a teacher salary+ limit; requiring annual commissioner progress reports to the legislature (mk)
