Providing for the appointment of judges ARTICLE 1 � CONSTITUTIONAL AMENDMENTProposing an amendment to the Minnesota constitution, article IV, +section 12 and article VI, sections 7 and 8 to provide for the appointment and reappointment of judges by the governor with the advice and consent +of the senate; prohibiting judges from taking office before confirmation, +authorizing reappointed judges to continue to serve during pendancy of the +reappointment before the senate; providing for senate confirmation or rejection, +judges to be considered confirmed upon failure of the senate to act; authorizing +special sessions of the senate to confirm or reject judicial appointments; +increasing the term of judicial office ARTICLE 2 � CONFORMING STATUTORY AMENDMENTS Making conforming amendments to certain statutory provisions relating+ to judicial vacancies and elections; requiring notice of intent to seek reappointment to the governor and governor notice to the commission +on judicial selection and prescribing the reappointment procedure; establishing +the senate commission on judicial confirmation, specifying certain membership +appointment requirements and powers and duties, requiring and providing for +public participation in the appointment process; repealing certain +provisions providing for the election of judges (ra)
