Eliminating the authority of the commissioner of transportation (DOT)+ to use money in the trunk highway corridor projects or local road for routes+ of regional significance in the local road improvement fund for loans to+ cities, towns or counties to pay the local share of certain trunk highway +projects or the costs of constructing or reconstructing city streets, county +highways or town roads; establishing a rural road safety account in the fund and +providing an annual appropriation to the commissioner for grants to counties to+ assist in paying the costs of capital improvement projects on county state aid +highways intended primarily to reduce traffic crashes, deaths, injuries and +property damage; requiring the commissioner to establish procedures for +counties to apply for the grants and to be used to select projects for funding, +requiring consultation with representatives appointed by the association of +Minnesota counties; specifying certain account allocation requirements; +appropriating money to the commissioner and authorizing the issuance of state bonds+ for trunk highway corridor projects, for the local road account for routes of +regional significance and for the rural road safety account(ra)
