Requiring telephone companies (telecommunications service providers) +billing customers for goods or services appearing as charges on local phone +bills to obtain express authorization from the customers, specifying and +regulating the use of certain authorization methods and defining certain terms; +requiring provider registration with the public utilities commission after a +certain date to offer products or services with charges appearing on bills of +billing agents; regulating billing aggregator forwarding of charges for +services or products offered by the provider to a billing agent, prohibiting +billing agents from knowingly billing on behalf of nonregistered providers, +providing a rebuttable presumption of acting knowingly and requiring immediate +removal or reimbursement of charges billed to customers in violation of the +prohibition; requiring the PUC by a certain date to adopt procedures governing +the registration of service providers and billing aggregators, specifying+ grounds for denial of application and prescribing the registration revocation procedure; requiring the commission to post the names of new +registrants on the PUC web site within a certain amount of time of the effective date of+ the registration and to notify telephone utilities and billing +aggregators of registration revocations within a certain amount of time after the +revocation; prescribing procedures for billing agents to follow upon customer +notice of complaint (ra)
