E Relating to marriage; requiring and providing for the + commissioner of human services to develop and implement a Minnesota healthy marriage and +responsible fatherhood initiative to develop a community based collaborative +project for testing and evaluating a comprehensive strategy for promoting +marriage and responsible fatherhood among unmarried urban parents with children, +specifying certain objectives of and the target population for the initiative; transferring certain administrative responsibilities relating to +marriage from the district court administrator to the local registrar; increasing +the amount of the marriage license fee to be retained by the county, reducing +the amount to be credited to the general fund by the commissioner of finance and+ requiring a certain portion to be deposited in the special revenue fund for +appropriation to the commissioner of human services for the healthy marriage and +responsible fatherhood initiative; requiring local registrars to annually report +to the department of health the number of marriage licenses issued separated+ by the number issued under the reduced fee for completion of a certain +number of hours of premarital education (ra, ja)
