SF 1825 Senate Long Description

Modifying certain provisions relating to the higher education tuition reciprocity program; requiring consistency of administrative +documents to implement reciprocity agreements with certain requirements and to +include a requirement for participating states to provide information on the +graduation status and field of study of enrolled students to the state of +residence upon request; requiring the higher education services office to annually +submit to the legislature copies of annual administrative memoranda signed to +implement reciprocity agreements and worksheets showing calculations used to +determine interstate payments for participating states, to periodically submit +to the legislature an evaluation of the goals of the reciprocity program, an assessment of the effectiveness of the program in achieving goals and+ the relative importance of the program for required program +reauthorization purposes and to develop data collection procedures and agreements to +monitor the rate of employment in the state of students graduating from state postsecondary institutions under the agreements, authorizing the +commissioner of revenue to disclose certain information to HESO for data +collection purposes; requiring HESO in consultation with the board of regents of+ the university of Minnesota to renegotiate the tuition reciprocity +agreement with the state of Wisconsin for tuition surcharge equity purposes and in consultation with the South Dakota board of regents to determine a +method to compute interstate reimbursement under the reciprocity agreement and +to negotiate with the state of South Dakota for payment of past amounts +owed under the agreements and report to the legislature by a certain date on the reimbursement requirements and the status of payments; requiring +negotiation with the state of North Dakota and the North Dakota state board of +education to establish an interstate payment method including accurate measures of instructional costs and tuition levels in the reimbursement formula(ra)
