(4)E Restricting the performance of technical and nontechnical + services under state agency contracts to citizens of the United States or to +individuals authorized to work in the country, excepting attorney general +contracts for legal services, state board of investment contracts, contracts +relating to the importation of prescription drugs from another country and contracts +for businesses owned and operated in countries signing the world trade +organization (WTO) government procurement agreement or determined by the +commissioner of administration as necessary to meet compelling public interest, +defining compelling public interest and imposing an annual reporting +requirement; authorizing the commissioner to grant waivers to contractors or +potential contractors providing certain compensation and benefits to employees +performing services under the contracts, specifying certain notice publication +and public availability requirements; requiring the commissioner to develop and+ implement policies, procedures or standards addressing consideration of the use+ of state workers to perform services under state contracts in making best +value determinations (mk, ja)
