Relating to natural resources; modifying certain restrictions on the +operation of off highway vehicles in certain wetlands; exempting forest lands +classified as managed from the off highway vehicle use restriction on state +lands; exempting trails designated by the commissioner of natural resources +(DNR) for off highway vehicle use from rulemaking procedures; requiring the +commissioner to establish an off highway vehicle safety and conservation grant +program for grants to certain eligible organizations to encourage off highway +vehicle clubs to assist in safety and environmental education and in improving, +maintaining and monitoring trails on public lands, specifying organization +eligibility for and required use of the grants; requiring and providing for owners of+ off highway motorcycles to display registration decals issued by the +commissioner, exceptions; excluding motor vehicles owned by or operated under +contract with utilities and used for work on utilities from the definition of +all-terrain vehicle; authorizing ATV education and training program instructors +to charge for class material and expenses; restricting the authority of adult +ATV operators to carry passengers; authorizing the use by ATVs of +right-of-way shoulders of roads designated as minimum maintenance roads; expanding+ the requirement for the commissioner to review the classification status +of state forests and eliminating the requirement for classification of +reviewed forests as limited or closed; requiring the commissioners of natural +resources, revenue and transportation (DOT) to determine the amount of unrefunded +gasoline tax attributable to ATV use for statutory revision purposes and report to+ the legislature by a certain date; repealing the existing off highway +vehicle safety and conservation program (je)
