E Relating to elections; requiring polling place voting methods + after a certain date to include systems accessible to individuals with +disabilities including nonvisual accessibility for the blind and visually +impaired; requiring certification of voting systems by independent testing +authorities approved by the secretary of state; requiring the secretary of state +in cooperation with the commissioner of administration to establish a +state voting systems contract; requiring bids for voting systems and related +election services to be solicited from certified vendors; requiring biennial +contract renewal; authorizing counties, cities, towns and school districts to +purchase or lease voting systems and obtain related election services from the+ state contract; expanding electronic voting systems requirements; +appropriating a certain amount of money from the help America vote act account to the+ secretary of state for grants to counties to purchase electronic voting systems+ equipped for individuals with disabilities and to purchase optical scan voting+ systems, requiring and providing for the grants; requiring counties receiving+ grants to report to the secretary of state by a certain date on amounts spent +and the secretary of state to compile the information for a report to the +legislature by a certain later date; authorizing continued use of mail balloting (ra, ja)
