Relating to the organization, operation and financing of state +government, appropriating money and reducing appropriations for jobs, housing and+ economic development purposes; reducing appropriations to the commissioner of +employment and economic development, to the housing finance agency (HFA), to the commissioner of labor and industry, to the bureau of mediation +services and to the commissioner of commerce; appropriating money to DEED for grants +to Minnesota project innovation and to the Minnesota employment center +for deaf and hard of hearing people and for the public facilities authority to administer the methamphetamine laboratory cleanup program, to the +Minnesota historical society for operation of certain historic sites, to the +commissioner of education for transfer to the commissioner of human services for a transitional housing program grant and to the board of barber and +cosmetologist examiners; requiring certain fund transfers and cancelling certain +prior appropriations; setting the filing fee for initial insurance company certificates of authority to transact business in the state; +modifying certain Minnesota investment fund grant limits; transferring the regulation +of cosmetology from the commissioner of commerce to the board of barber +examiners, changing the name of the board to the board of barber and +cosmetologist examiners and modifying the membership; setting or modifying certain +fees; providing for licensure of nonresident cosmetologists, manicurists +and estheticians; transitional provision; updating a certain federal +reference relating to the definition of employee for minimum wage purposes; +authorizing the commissioner of labor and industry to use either the standard +industrial or the north American industry classifications of employers for +occupational safety and health (OSHA) purposes; authorizing and providing for +temporary testing and inspection of liquefied petroleum gas measuring equipment+ by private inspectors under certain conditions and increasing the +petroleum inspection fee, dedicating the increase to the special revenue fund +for inspection and testing expenses, requiring deposit of the remainder +in the general fund; authorizing use of the contractors recovery fund to +reimburse the department of commerce for legal and administrative expenses incurred+ in administering the fund; regulating the collection of water and sewer +charges by manufactured home park owners as rent; requiring and providing for +the public facilities authority to establish a methamphetamine laboratory +cleanup revolving fund to provide loans to counties and cities to remediate +clandestine lab sites; increasing the administrative penalties for retail sales +of tobacco products to minors, limiting local penalty imposition authority; +authorizing tobacco license suspension or revocation under certain conditions, +providing for hearing; increasing the maximum return permitted to limited +dividend entity investors in housing under the housing finance agency; authorizing +the HFA to participate in the refinancing of long term mortgages for low and +moderate income families and individuals; expanding the authorized use of a +certain prior appropriation to the HFA for the affordable rental investment +fund to the acquisition, rehabilitation and debt restructuring of existing +supportive housing properties; requiring the commissioner of labor and industry +to contract for a logger safety and education program; providing +additional unemployment benefits to military reservists under certain +conditions; authorizing and providing for the commissioner of labor and industry +to provide triennial shop reviews necessary to maintain national board and ASME +stamps; extending the suspension of mortgage credit certificate aid payments +to cities; specifying certain renumbering and cross reference correction +instructions to the revisor of statutes; repealing the Minnesota cosmetology advisory+ council (ra)
