Relating to public finance; modifying the limit on county or city +special property tax levies to maintain and support county and district +societies for the prevention of cruelty to animals; modifying the authority of +cities and counties to finance purchases of computers and related items through +the issuance of capital notes; requiring certain counties to levy for +noncounty owned public nursing homes; clarifying county financing of +conservation easements; authorizing the use of public safety radio communication +system revenue bonds to provide money for assistance to local government +units for a certain percentage of the cost of building subsystems in the +southeast or central districts of the state patrol; authorizing nonprofit +corporations to manage the activities of special service or housing improvement +districts of cities outside the metropolitan area; extending the authority of +cities to establish special service districts, specifying certain notice +requirements; extending the duration of housing and redevelopment authority (HRA) +general obligation revenue bond maturities and modifying the definition of +qualified housing development project; adding historic or heritage preservation+ to the list of permissible local abatement authority and extending the +abatement duration limit; authorizing the metropolitan council to issue +certificates of indebtedness, bonds or other obligations for metropolitan area +capital expenditures under the regional transit master plan and transit +capital improvement program, limit; clarifying the authority of the +metropolitan council to levy taxes for certificates of indebtedness; modifying the+ time for notice of the issue to the department of finance for obligations +issued as part of a series, the limit on city capital improvement bonds and the +authority of cities, counties, towns and school districts to finance street +reconstruction; authorizing the lakes area economic development authority to levy a +property tax as a special taxing district in lieu of individual member levies; reestablishing the Aitkin drainage and conservancy district to +maintain the Mississippi River diversion channel; authorizing and providing for +the city of St. Paul to participate in the creation of and contract with a +nonprofit organization for the management and operation of the RiverCentre +complex; authorizing the city of Fairmont and independent school district +#2752, Fairmont area schools to each grant an abatement for property located+ in tax increment financing (TIF) district #20 in the city of Fairmont; +authorizing and providing for the transfer of housing finance agency (HFA) student +loan bonding authority to the higher education services office (HESO) (ra)
