Modifying the state dislocated worker program under the job skills +partnership; broadening the definition of dislocated worker; modifying certain job+ skills partnership board grant and services funds allocation requirements +and the uses of the funds, providing for short and long term training; +transferring the responsibility for the establishment of performance standards from +the board to the commissioner of employment and economic development (DEED), +requiring contracts with local workforce investment boards and with eligible organizations involved with substantial layoffs or plant closings and+ annual performance reports to the legislature; defining certain terms for +DEED merger purposes; repealing certain reporting requirements of grantees and +the board;modifying the presumption of occupational disease in certain +emergency worker cases and expanding the definition of personal injury to injury or +disease resulting from vaccines in response to federal declarations of actual+ or potential health risks relating to employment for workers +compensation purposes (Ch. 257, 2004)
