Relating to marriage and marriage dissolution; requiring and +providing for the commissioner of human services to develop and implement a Minnesota +healthy marriage and responsible fatherhood initiative to develop a community+ based collaborative project for testing and evaluating a comprehensive +strategy for promoting marriage and responsible fatherhood among unmarried urban +parents with children, specifying certain objectives of and the target +population for the initiative; transferring certain administrative responsibilities +relating to marriage from the district court administrator to the local +registrar; increasing the marriage license fee, requiring deposit of the +increase in the special revenue fund for use by the commissioner to fund the +initiative, federal funding receipt contingency; requiring local registrars to +annually report to the department of health the number of marriage licenses +issued separated by the number issued under the reduced fee for completion +of a certain number of hours of premarital education; requiring summonses+ involving child custody or parenting time to include a notice relating to +parent education program requirements and modifying the requirements, +requiring a certain minimum number of hours of attendance and participation +within a certain number of days after the first filing with the court or as +soon as possible based on class availability (Ch. 273, 2004)
