Relating to insurance fraud and auto theft prevention and the +regulation of barbers and cosmetologists ARTICLE 1 � INSURANCE FRAUD PREVENTIONAuthorizing the commissioner of commerce to establish a law +enforcement agency to be known as the division of insurance fraud prevention to conduct investigations and make arrests relating to insurance fraud, +specifying duties and providing for initial arrests and investigations; requiring the +division to develop a policy for notifying law enforcement agencies with primary jurisdiction of investigations initiated by the division; requiring +the commissioner to appoint a full time peace officer as the chief law +enforcement officer to be responsible for management of the division; requiring +the division to comply with statutes and administrative rules relating to+ the operation and management of law enforcement agencies; requiring +insurers to remit annual assessments to the commissioner for deposit in the +insurance fraud prevention account, providing for calculation of the assessment; +granting the division access to certain unemployment insurance data and including +officers of the unit in the definition of peace officer; repealing the current+ division of insurance fraud preventionARTICLE 2 � AUTO THEFT PREVENTIONTransferring powers and duties of the commissioner of public safety +relating to the automobile theft prevention program to the commissioner of +commerce; providing for commerce commissioner consultation with the +commissioner of public safety relating to the distribution of money and specifying +certain recodification instructions to the revisor of statutesARTICLE 3 � BARBERS AND COSMETOLOGISTSMerging the regulation of cosmetology and barbering under the board +of barber and cosmetologist examiners; making conforming amendments to certain +statutory provisions relating to business licenses; eliminating certain +references to licenses or licensees; setting certain fees; providing for +establishment of the board and for the licensing of nonresident cosmetologists, +manicurists and estheticians under certain conditions; transferring powers, duties +and obligations of the commissioner of commerce relating to cosmetology +to the board(Ch. 269, 2004)
