HF 2386 Senate Long Description

Merging the departments of economic security and of employment and +economic development and making corresponding technical amendments to certain +statutory provisions relating to the Indian affairs council and loans, to state+ agencies or departments in general, to the abolished department of economic +security, to the compensation of public officers and employees, to state +procurement and to the former department of trade and economic development, now the +department of employment and economic development; enumerating and clarifying +certain powers and duties of the commissioner of DEED; establishing a revolving loan+ account for the Minnesota cleanup revolving loan fund to be used for loans +and grants for the cleanup of brownfields under a certain federal law; modifying+ the frequency requirement for publication of the compilation and summary +of certain business subsidy reports; statutorily changing the name of Minnesota +economic security law to the Minnesota unemployment insurance law and +modifying the definition of employment and training services for unemployment +insurance purposes; transferring certain responsibilities relating to health +insurance for migrant laborers to the commissioner of labor and industry and to+ the juvenile justice and certain youth programs to the department of +public safety and modifying certain provisions under the juvenile justice and +workforce development programs; clarifying the definition of person with a +disability for vocational rehabilitation purposes; requiring and providing for +cities, towns, counties and nonprofit corporations establishing rehabilitation +facilities to appoint rehabilitation facility boards for assistance eligibility +purposes, specifying certain membership requirements and duties of the boards; +replacing the commissioner of DEED as a member of the housing finance agency +(HFA) with an additional public member; specifying certain term substitution, +renumbering and cross reference change instructions to the revisor of statutes; +repealing certain rural investment guide requirements, certain provisions +relating to the department of economic security, job service offices, the youthbuild +tech, wage subsidy and unemployed workers training programs, workforce services +areas, homeless youth facilities, the individual enterprise pilot program +and certain early warning indicators of plant closings and certain rules relating+ to fees for rehabilitation services, the community investment program, +unemployment insurance appeals, the unemployment tax, the targeted jobs credit +program and certain programs under the public facilities authority (Ch. 206, 2004)
