Relating to game and fish; authorizing the taking of mourning doves +during the waterfowl season; modifying certain requirements for designation of +game refuges or migratory waterfowl sanctuaries by the commissioner of +natural resources (DNR), changing migratory waterfowl refuges to sanctuaries;+ expanding the scope of hearings relating to the seizure of licenses for +violating certain limits on the taking, transporting or possession of wild animals; +requiring the commissioner to suspend game and fish licenses and permit privileges +of persons failing to appear in court or to pay fines or surcharges for +violating the game and fish laws; restricting the issuance of turkey licenses to land +owned or leased by the license holder within the permit area and eliminating +the requirement for the land to be agricultural or grazing land; +authorizing the purchase of spring turkey archery licenses under certain conditions, +specifying certain limits; increasing the maximum age for resident youth hunting+ license eligibility; modifying the fee for the taking deer by archery for +certain nonresidents from certain states; setting the fee for nonresident +trapping licenses; specifically prohibiting the importation of hunter +harvested cervidae carcasses from chronic wasting disease endemic areas as determined by+ the board of animal health, authorizing transport of the carcasses through the +state by nonresidents; exempting migratory game birds lawfully tagged and +packed by federally permitted migratory bird preservation facilities from the +requirement to transport game birds in undressed condition; clarifying the +validity of firearms safety certificates issued to youth; authorizing the +commissioner to issue special free permits to licensed visually impaired hunters for +the use of firearm scopes without magnification capabilities to take deer during+ the muzzleloader season, specifying certain visual impairment +verification requirements and validity, imposing a penalty for false application; +modifying the shooting hours for migratory game birds; expanding the authority +of hunters to take antlerless deer; prohibiting the hunting of albino deer; +authorizing nonresidents possessing both a trapping and a small game license to +trap small game on owned land; authorizing unlicensed adults to assist youth +licensed as wild turkey hunters, prohibiting the possession or shooting of a +firearm or bow; eliminating the requirement for a possession or site tag before registration of fisher, pine marten or otter; excepting attended +houses from the provision prohibiting ice or dark houses on the ice on state +waters between certain hours after a certain date in certain northern areas of the +state; requiring a license to sell live bait, exemptions; providing for the transferability of turtle sellers licenses; requiring the +commissioner to report to the legislature by a certain date evaluating the impacts of+ the change in waterfowl shooting hours and to coordinate and participate +in efforts to promote national laws and educational programs relating to lead +fishing tackle, requiring public education relating to concerns about lead +fishing tackle and promotion of the availability of nonlead tackle, +authorizing office of environmental assistance (OEA) director grants to generators, +conservation organizations and angler associations to assist in reducing the use +of lead tackle; requiring the commissioner to report to the legislature by a +certain date on the results of the mourning dove season; authorizing the +commissioner to establish a quality deer management pilot zone in Kittson, Lake of+ the Woods, Marshall, Pennington and Roseau counties, restricting the +taking of antlered deer by firearms and requiring the commissioner to establish+ an early special firearms deer season for youth residents to take antlerless +deer in the zone, requiring annual reports to the legislature on the pilot zone; +requiring the commissioner in consultation with the commissioner of +transportation (DOT) to study and make recommendations to improve and promote wildlife +habitat within the rights-of-way of public roads and the impact of the +recommendations on public safety and report to the legislature by a certain date (Ch. 215, 2004)
