Modifying certain provisions regulating the publication of public +notices in legal newspapers; modifying certain requirements for county +publication of delinquent real estate taxes, requiring a second publication and +requiring the county board to determine the service fee; redefining certain terms +relating to qualified newspapers and making certain technical amendments; +modifying certain distribution requirements; requiring newspapers with web sites to +agree to post notices on the web site without additional cost, failure to comply +not to affect the validity of the public notice; authorizing local +government units to disseminate solicitations of bids and requests for information or +proposals by web site or recognized industry trade journal publication under +certain conditions, procedure; specifying certain conditions for joint +bidding; modifying certain type face and title or caption requirements; +authorizing notice publication in addition to publication in a designated +newspaper in other newspapers or via electronic mail (email); requiring local +units electing to publish summaries of financial statements or proceedings to +include notices stating the availability of copies of full versions without cost; +authorizing local units to enter into multiyear contracts with qualified +newspapers for publication of public notices, specifying a contract duration limit; +modifying certain affidavit of publication requirements; modifying the +publication schedule for governing bodies of local units holding less frequent +meetings; authorizing publication of notices on holidays; increasing the +threshold for the required publication by counties of claim summaries; eliminating +the requirement for the attorney general and state printer to approve the+ form of county financial statements; eliminating the authority of statutory +cities to publish condensed versions of official council minutes; authorizing +certain smaller cities to publish summaries of financial statements and +increasing the threshold for required publication of individual disbursements; +requiring the revisor of statutes to compile a list of statutes requiring +publication of public notices and submit a report to the legislature by a certain +date; repealing a certain obsolete provision (Ch. 182, 2004)
