Relating to transportation ARTICLE 1 � TRANSPORTATION POLICYRequiring the commissioner of transportation to evaluate new +principal arterial alignments surrounding the metropolitan area as part of the +metropolitan area transportation system plan for second beltway planning purposes and +the further development of the transportation component of the St. Cloud area +joint planning district plan and to study the feasibility and desirability +of including centerline rumble strips in the construction, +reconstruction and resurfacing of two lane county state aid highways outside urban +districts; requiring and providing for the metropolitan council to implement a +pilot project to subsidize premium paratransit for certified metro mobility+ users; authorizing the commissioner of administration to approve the +performance of mail related functions of agencies outside the central mail handling +unit under certain conditions; modifying certain provisions providing for the +development and operation of toll facilities; authorizing road authority +agreements with counties; requiring the commissioner of the DOT to allow public +review of proposed toll facility development agreements and placing certain +restrictions on the agreements; specifying certain additional planning +requirements and requiring commissioner notice to the legislature of corridor +selections; limiting the collection of tolls and the number of development +agreements; requiring the commissioner to ensure exclusive use of electronic toll collection methods, requiring compatibility with other toll systems +used in the state; requiring the commissioner to consider the presence of bus +shoulder lanes in residential areas for sound abatement purposes; excluding +winter months from the provision exempting vehicles hauling unfinished +forest products from penalties for exceeding certain highway weight limits; +prohibiting the commissioner of public safety from issuing vehicle registrations, +license plates or permits to and authorizing revocation of registrations of +vehicles assigned to commercial motor carriers prohibited from operating in +interstate commerce by a federal agency, providing for reinstatement upon +rescission of the prohibition; imposing certain surety bond requirements on certain+ trailer dealers; modifying certain certificate of title requirements for +motor vehicle dealers; expanding the definition of recreational vehicle for traffic regulations purposes; requiring the commissioner of transportation to+ increase the speed limit on a certain section of I-35E in St. Paul; specifying+ the duty of care of regular route transit bus or paratransit vehicle drivers +to passengers; authorizing vehicles used to transport adults to and from+ day activity centers to be equipped with school bus prewarning flashing +amber signals and stop signal arms, specifying conditions for operator +activation of the equipment; authorizing motor carriers of passengers to operate +articulated buses of a certain length without a permit; increasing the maximum +gross weight for certain vehicles or combinations hauling livestock on +noninterstate trunk highways and authorizing vehicles or vehicle combinations hauling raw+ or unfinished forest products to exceed certain weight limits under +certain conditions, providing for permit issuance; extending the exception to+ seasonal load restrictions for vehicles transporting milk; temporarily +exempting certain additional recycling trucks and certain garbage trucks from certain +highway weight restrictions, subjecting violations to civil penalties in lieu+ of criminal penalties; requiring certain speed notations by officers +issuing citations for exceeding certain highway speed limits; extending the +validity of adult drivers instruction permits; expanding the provision +prohibiting the recording of certain speeding violations on driving records and +certain provisions authorizing the commissioner of public safety to +disqualify commercial vehicle drivers for certain violations to disqualifying +offenses committed in any motor vehicle, adopting by reference federal +regulations governing the disqualification of commercial vehicle drivers; +requiring and providing for hazardous materials license endorsement background +checks; requiring and providing for the commissioner of transportation to +promote bicycle commuting and to develop a plan for a statewide system of ten+ ton county and county state aid highways to support the interregional +corridor system, to provide greater efficiencies for forestry, agriculture and+ other industries in transporting products to market and to provide new and +existing manufacturing industries with new growth opportunities; including +public safety radio communications operators in the definition of essential +employee for public employment labor relations (PELRA) purposes and creating a new bargaining unit; expanding the prohibition against traffic citation +quotas to all law enforcement agencies; requiring the commissioner to prepare a+ state aviation plan addressing key and intermediate airports, requiring +consultation with the metropolitan airports commission (MAC) and periodic updates; designating the division of driver and vehicle services in the +department of public safety as an appropriate agency for criminal forfeiture +property purposes and expanding the definition of designated offense to +drivers license or identification (ID) card transactions violations; requiring the +commissioner of mediation services to assign the job classifications and positions+ of employees working as public safety radio communications operators to +a certain state employee bargaining unit, specifying certain terms and +conditions of employment and providing for an exclusive representative; requiring +the commissioner of transportation to increase trunk and interstate +highway speed limits based on the results of certain required engineering and +traffic investigations and to report to the legislature by a certain date; +requiring the commissioner of transportation to attempt to extend the northstar+ commuter coach service; repealing the prohibition on admissibility of certain +evidence relating to the use of motor vehicle seat belts or child passenger +restraint systems in civil actions ARTICLE 2 � LAND MANAGEMENTClassifying appraised values of individual parcels of real property +made by appraisers working for fee owners or contract purchasers receiving an+ offer to purchase the property from a government entity and eliminating the +subsequent public data classification of certain data; modifying certain +appraisal and negotiation requirements for the acquisition of property for +transportation purposes, requiring the exchange of certain appraisals between the +commissioner of transportation (DOT) and the property owner and modifying certain reimbursement requirements, requiring advanced disclosure to all +parties before use of appraisals in condemnation hearings; requiring the +commissioner in consultation with the attorney general and professional associations +of real estate appraisers to prepare a publication summarizing the eminent +domain process for transportation projects, providing for availability; +limiting the authority of the court to authorize the taking of property sold, +leased, transferred or conveyed without the power of eminent domain; +modifying certain provisions relating to section and quarter section markers; +appropriating proceeds from the sale or lease of certain real estate and buildings +to the commissioner to pay for the costs of selling or leasing the property,+ for the payment of certain fees and for the costs of construction, +reconstruction or improvement of trunk highways; modifying and recodifying the +appraisal and negotiation requirements for the acquisition of property for highway +or transportation facilities or purposes; providing for the acquisition +of rights-of-way from common interest ownership communities (CICs); +requiring the commissioner of transportation to report to the legislature on or +before a certain date on the conveyance of excess real estate and surplus +property, specifying report requirements; transferring jurisdiction over +legislative route #268 from the commissioner to Pipestone county, requiring the +revisor of statutes to delete the route from the trunk highway system in the +statutes ARTICLE 3 � HIGHWAY SAFETY REST AREASModifying certain provisions regulating highway safety rest areas and+ travel (tourist) information centers; authorizing and providing for the +commissioner of transportation (DOT) to enter into lease agreements with public, +nonprofit or private entities for the use of safety rest areas and travel +information centers; authorizing sales of certain merchandise by the commissioner+ at rest areas, authorizing advertising and the charging of certain fees; +authorizing the commissioner to enter into agreements for public or private +sponsorship of rest areas by transportation or tourism related entities; authorizing+ the sale of surplus rest area property and appropriating the proceeds to the commissioner for sale costs; prohibiting commissioner actions +resulting in the loss of federal highway funds or requiring the payment of highway +funds to the federal government; establishing a safety rest area account in the +trunk highway fund, requiring commissioner deposit of certain revenue in +the account and authorizing use of money in the account to fund safety rest +areas; changing the travel information franchise program to the travel information +advertising program and authorizing and providing for commissioner lease of +advertising space under the program and for certain vendor agreements, +authorizing the commissioner and the director of the office of tourism to enter into +an interagency agreement to define the distribution of revenues under +the program; prohibiting the commissioner from closing or reducing the hours of +operation of highway rest areas; specifying certain renumbering and cross +reference change instructions to the revisor of statutes (ra)
