HF 2246 Senate Long Description

Relating to nursing facilities; modifying certain requirements for +commissioner of health establishment of a program providing training and education+ to licensed nursing facility providers; requiring and providing for the commissioner to establish a quality improvement program for the +nursing facility survey and complaint process, specifying certain +consultation requirements for implementation purposes, requiring annual +commissioner survey and certification quality improvement reports to the legislature, +specifying certain report content requirements; prescribing procedures for the +federally required survey process; requiring the commissioner to provide +nursing facilities with draft and completed statements of deficiencies and +upon request to provide facilities with copies of surveyor notes; requiring and +providing for commissioner posting of deficiencies on the agency web site and +for survey revisits, requiring nursing facility family councils to be +interviewed as part of the survey process and to be invited to participate in exit +conferences; requiring the commissioner of human services to amend the interagency+ agreement with the commissioner of health to certify nursing facilities for +participation in the medical assistance (MA) program and to require the +commissioner of health as a condition of the agreement to comply with action plans +included in annual survey and certification quality improvement reports and +specifying certain content requirements for the quality improvement report of a +certain date; requiring the commissioner of health to seek federal waivers, +approvals and law changes necessary to implement the alternative nursing home +survey process and to seek changes in the federal policy mandating the +imposition of federal sanctions without providing an opportunity to correct +deficiencies (Ch. 247, 2004)
