Modifying certain department of natural resources (DNR) provisions; +eliminating the requirement for the commissioner of administration to establish +rental fees for the Fort Snelling chapel; modifying certain terms for +commissioner of natural resources contracts and grants for the provision of +department services; modifying certain electronic licensing provisions relating +to the collection of fees and eliminating references to the pilot project; +authorizing the commissioner to bill organizational units within the department +for the costs of providing building and infrastructure facilities, requiring +crediting of the receipts to a special account for appropriation to the +commissioner to pay for facilities costs; clarifying the prohibition on acquisition +and destruction of wild rice or aquatic vegetation; eliminating the +requirement to credit proceeds from the sale of snowmobiles forfeited for impaired +driving (DWI) to the snowmobile trails and enforcement account; +modifying certain requirements for lease to the Minneapolis park and recreation+ board of Fort Snelling state park athletic fields and golf course operations, +providing for certain charges; requiring revenue from the lease of the Fort +Snelling upper bluff to be credited to the state park account, exception, +requiring separate tracking of upper bluff revenue and expenses and authorizing+ use of the money credited to the account for the payment of leasing and +operation expenses; providing for commissioner appointment of agents to issue +cross country ski passes and game and fish licenses in lieu of county +auditors, requiring commissioner retention of issuing fees for passes sold by +the commissioner for operation of the electronic licensing system; +modifying certain noise limits for marine engines or motorboats, providing for +testing; modifying certain exhaust muffling system requirements; expanding the prohibition on the sale of motors exceeding noise limits; delaying +the annual deadline for certain commissioner reports to the legislature; +authorizing the commissioner to issue refunds for game and fish licenses under +certain conditions; clarifying the application of minnow license fees to both+ residents and nonresidents; authorizing the commissioner to issue multiple one +day angling licenses to fishing guides operating charter boats, requiring+ copies of sold and unsold licenses to be returned to the commissioner and the commissioner to refund charter boat captains for unsold licenses; +providing for the funding of the electronic licensing system; prohibiting +unlicensed adults assisting youth licensed as wild turkey hunters from assessing a fee +for the assistance; modifying certain minnow dealer and hauler regulations; +clarifying the powers of the Lake Minnetonka conservation district board +relating to the lake, excluding the area of public drainage ditches or certain +watercourses connected to the lake; appropriating proceeds from the sale of +wetlands credits to the board of water and soil resources (BOWSR) for certain wetland +draining or filling projects; requiring the commissioner to establish a fee +schedule for permits to control or harvest aquatic plants by rule and prohibiting +the charging of a fee for purple loosestrife control permits; providing +for the carryforward of certain appropriations from the Minnesota future +resources fund and the environmental resources trust fund for Mesabi trail land +acquisitions and development, for the Gateway trail bridge and for restoration of +fish and wildlife habitat corridors; requiring the legislative commission on +Minnesota resources (LCMR) to continue studying certain park issues; providing +for the temporary consideration of Columbia and Ridgeway parkways and Stinson+ boulevard as part of the metropolitan regional recreation open space system; +abolishing the cross country ski account in the special revenue fund, +transferring amounts remaining in the account to the cross country ski account in the +natural resources fund; requiring the commissioner to report to the +legislature by a certain date on the amounts appropriated for the electronic licensing+ system, specifying certain report content requirements; requiring the +commissioner to amend certain rules for conformity purposes; repealing the reinvest +in Minnesota (RIM) resources fund annual work plan requirement of the +commissioner and certain provisions providing for county auditor authority to +issue licenses (Ch. 255, 2004)
