Relating to the classification and dissemination of government data; classifying pleadings served by or on government entities, group +health, dental or disability plan service cooperatives claims data and survey +information collected from employees and employers participating in the plans; +removing personnel data on public employees relating to city and county of +residence from classification as public data; restricting the disclosure of +certain personnel data on employees of secure treatment or state correctional facilities or of the department of corrections directly involved with supervision of offenders in the community; classifying market value +appraisal data on tangible and intangible property owned by cities or counties;+ expanding the definition of program for welfare data classification purposes to+ the temporary assistance for needy families (TANF) and child care +assistance programs; modifying certain exceptions to welfare data protection +including the authority to disclose certain data to welfare system personnel for +eligibility determination purposes and to the department of revenue for +administration and evaluation of tax refund or credit programs; providing for the +disclosure of certain mental health data to law enforcement agencies and to +criminal mental health court personnel before receiving patient consent under certain conditions; clarifying a certain provision regulating data exchange +agreements between the commissioner of employment and economic development and +training service providers for unemployment insurance wage information +disclosure purposes, eliminating certain workforce development council +consultation requirements; expanding the provision listing data maintained by DEED+ coded elsewhere in the statutes; modifying the classification of income +property assessment data collected by local government units and regulating +requests for legal discovery of the data; requiring the release of certain peace +officer reports relating to domestic abuse to victims and attorneys upon +request; authorizing closed meetings of public bodies to receive security +briefings and reports and to discuss issues relating to security systems, emergency+ response procedures and security deficiencies in or recommendations relating +to public services, infrastructure and facilities under certain conditions; +providing for public access to county agricultural society annual meeting reports; +expanding the authority of the commissioner of commerce to disclose certain +investigative information to the national association of securities dealers; +classifying specific location data maintained by the commissioner of natural +resources (DNR) to enable the location of protected wild animals or endangered +or threatened species, regulating disclosure; classifying data +collected, used or disseminated by the welfare system relating to persons selected as +legal nonlicensed child care providers by families receiving child care +assistance; modifying and clarifying certain birth defects information system +provisions, changing the birth defects registry system to the Minnesota birth +defects information system, specifying certain duties of the commissioner of +health and classifying birth defects data and regulating access; clarifying and +modifying a certain provision providing access to data obtained for +unemployment insurance program administration purposes; including certification of+ 1b property (certain homesteads) in the definition of Minnesota tax laws+ for tax data classification and disclosure purposes; expanding the authority +of the commissioner of revenue to disclose certain information for property +tax residential homestead classification purposes; authorizing an +additional extension of the domestic fatality review team pilot project in the +fourth judicial district (Ch. 290, 2004)
