HF 2040 Senate Long Description

Relating to water; modifying certain documentation requirements for +warrantied individual sewage treatment systems (ISTS) and increasing the amount +to be reimbursed to the pollution control agency for staff services; +creating a certification program for new wastewater treatment technology +(advanced treatment systems); defining certain terms; requiring biodigester and+ water reclamation systems to meet certain requirements; establishing a +pilot program for certification of manufacturers of alternative septic system +technology; requiring manufacturers under the authority of the pollution control +agency in consultation with the department of health to submit accredited third+ party testing documentation to the PCA certifying the ability of +biodigester and wastewater reclamation systems to meet the state standards for above +or below surface discharge or potable water and to provide training approved +by the PCA commissioner to provide certification for persons to properly +install, maintain, operate and monitor the systems, requiring reimbursement to+ the PCA for the cost of staff services to review the information submitted, +limit, requiring deposit in the environmental fund for appropriation to the +PCA for review purposes, requiring the PCA to reimburse the department of +health for consultation costs; specifying certain requirements for manufacturer +or consumer participation in the pilot program, requiring the monitoring+ of systems by other than the owner and annual monitoring and maintenance+ reports to the commissioners and the local regulatory authority; subjecting +the permitting of biodigester and water reclamation systems to local +government approval, requiring compliance with certain environmental standards, authorizing the PCA to issue either individual or general permits; +temporarily exempting the systems from state and local requirements relating to +plumbing; sunset provisions (Ch. 248, 2004)
