HF 1867 Senate Long Description

Relating to the organization, operation and financing of state +government, appropriating money for environment and natural resources purposes; +reducing appropriations to the pollution control agency, to the office of +environmental assistance (OEA), to the zoological board, to the department of +natural resources and to the board of soil and water resources (BOWSR); +appropriating money to the DNR for a snowmobile use and funding study, for the +forest management investment account, for additional off highway vehicle +trail forest inventory and trail designation, development and grants in aid and to+ identify, evaluate and lease construction aggregates located on state trust +lands; providing for certain fund transfers; clarifying certain payment +requirements for contracts or grants for the provision of natural resources +services; authorizing the commissioner to bill organizational units within the +department for the cost of providing building and infrastructure facilities; +expanding authorized uses of money in the snowmobile trails and enforcement +account relating to the grant in aid program; modifying certain all-terrain +vehicle (ATV) passenger restrictions; creating a forest management investment+ account for the deposit of timber sales receipts and specifying authorized +uses; restricting the issuance of turtle sellers licenses, eliminating the +issuance prohibition; extending the shoreland protection program; authorizing +the commissioner to issue public waters work permits to establish control elevations for public waters with an outlet under certain conditions;+ making mandatory the option for the PCA to encourage citizen monitoring of +ambient water quality for public waters; modifying certain provisions +regulating the installation of warrantied individual sewage treatment systems and +limiting the tank fee; providing for certain advanced treatment systems, +specifying certain requirements for biodigester and water reclamation systems and +providing for a pilot program for alternative septic system technology under the PCA;+ extending the expiration dates of the environmental education advisory board +and the solid waste management and prevention, reduction and recycling +advisory councils under the office of environmental assistance; providing for +the coordination and cooperation of the PCA impaired waters program with +other public agencies; establishing a clean waters council, specifying +membership representation requirements; reducing the penalty for failure to +remove mercury switches from crushed motor vehicles; modifying certain water system improvement loan program provisions, defining water system +improvement; requiring the commissioner of natural resources to appoint a task +force to complete an independent comprehensive study of snowmobile use and +funding, specifying certain membership representation, study and reporting +requirements; extending the availability of certain prior appropriations from the +Minnesota resources and environment and natural resources trust funds for +certain projects; requiring the legislative commission on Minnesota resources+ (LCMR) to continue studying certain park issues, providing for funding of an +agreement with the association of Minnesota counties to identify and develop a comprehensive list of regional parks in greater Minnesota; requiring +the DNR to review the current programs for lake management and report to the +legislature by a certain date; repealing certain ISTS classification requirements (ra)
