Providing for the policies of kindergarten through grade 12 education+ programs and services ARTICLE 1 � GENERAL EDUCATIONAuthorizing the use of certain additional colors for vests, sashes, +ponchos and Sam Browne belts worn and flags used by school safety patrol +members; requiring and providing for school district maintenance and reporting+ of general fund expenditures by building, specifying certain reporting requirements of the commissioner of education; modifying the school +district budget approval process; removing the exclusion of capital +expenditure funds from the definition of reorganization operating debt; clarifying the calculation of compensatory revenue for contract alternative programs+ and area learning centers changing sponsors before the start of the school +year; expanding revenue for children of divorced parents to children of +legally separated parents or parents residing separately in joint physical +custody cases; clarifying certain proposed property tax certification +requirements of school districts; repealing the current provision regulating the +allocation of general education revenue among school buildings ARTICLE 2 � ACADEMIC EXCELLENCETransferring the subject areas of health and physical education from +the elective standards category to the required academic standards +category; modifying social studies course credit requirements for high school +graduation, requiring a credit in the arts and reducing the number of required +elective course credits; classifying school performance report cards and +adequate yearly progress data; authorizing and providing for students to possess and +use prescribed nonsyringe injectors of epinephrine under certain +conditions, requiring individualized written health plans, school district and +employees liability immunity provisions, authorizing the commissioner of +education to develop a model policy; providing for mental health screening of +certain students suspended from school with permission of the parent or +guardian; exempting teachers not providing direct classroom instruction from +the requirement to obtain further reading preparation for continuing +license renewal purposes; defining highly qualified teacher for federal no +child left behind act purposes; expanding certain school board reporting +requirements relating to teacher or administrator discipline; increasing the limit+ on compensation for school board members employed by the school +district; modifying and clarifying certain school bus safety training +requirements for school districts and nonpublic schools with students transported by +bus at public expense, requiring annual school bus evacuation drills; +requiring certain newly formed charter schools to submit school calendars to +the department of education for state aid eligibility purposes; +encouraging schools and school districts to use pools for supervised competitive high +school diving meeting certain state standards; exempting certain leased school +vehicles from tax or licensing fees; expanding the definition of school bus for +traffic regulations purposes to multifunction school activity buses and +modifying the definitions of certain other types of school buses; modifying certain+ school bus strobe lamp requirements and adopting certain updated national construction, design, equipment and color standards; clarifying the +requirement for leased school buses to conform to safety standards; prohibiting +the use of multipiece rims and tube type tires on school buses manufactured +after a certain date; modifying certain reflective material, lamp and signal,+ seat and crash barrier and crossing control arm equipment requirements; +clarifying certain school bus driver license verification requirements; +requiring the commissioner to adopt rules making permanent the supplemental +education service provider exempt rules and rules for the administration of statewide accountability tests; requiring the office of education +accountability at the university of Minnesota in consultation with the department of +education to conduct a study on the cost of implementing a computer based adaptive+ test to replace the Minnesota comprehensive assessments and report to the +legislature by a certain date; repealing certain provisions regulating school bus+ equipment and safety standards ARTICLE 3 � SPECIAL PROGRAMS Expanding and modifying the interagency intervention service system +for special education purposes, providing for services from birth through age 21 +and modifying and expanding the definition of the system; expanding the +special instruction for children with disabilities requirement to students +suspended or expelled from school for more than a few days for consistency with +the pupil fair dismissal act ARTICLE 4 � FACILITIES Modifying the debt service equalization aid formula, providing for +tiers; modifying the state aid reduction schedule for school districts +qualifying for second tier debt service equalization aidARTICLE 5 � TECHNICAL AND CONFORMING AMENDMENTSMaking technical and conforming amendments to certain statutory +provisions relating to the required academic standards, cooperative secondary +facilities grants, school district classification, building fire safety +improvements, school age care programs, community education revenue, the graduation incentives program, special education rules and dispute resolution +and hearing costs, the career and technical levy, truancy programs and services +and judgments against licensed teachers for child or sexual abuse; +requiring school districts to develop strategies in conjunction with parents of +students with emotional or behavioral disorders to keep students with the disorders+ in school for graduation rate increase purposes; specifying certain term change instructions to the revisor of statutes; repealing the citation and +purpose of the Minnesota local partnership act; repealing an expiration date and+ reviving certain provisions relating to regional library telecommunications +aid ARTICLE 6 � K-12 SCIENCE AND SOCIAL STUDIES STANDARDS Requiring and providing for the implementation of academic standards +in science and social studies, specifying certain science and social studies +high academic standards and certain commissioner of education rule adoption +requirements, requiring the commissioner to adopt the K-12 academic social studies +and science standards incorporated by reference using the expedited +rulemaking process and the revisor of statutes to make certain modifications to +the standards (Ch. 294, 2004)
