Providing for the organization, operation and financing of state +government; appropriating money for transportation, public safety and certain +other purposesARTICLE 1 � TRANSPORTATION AND OTHER AGENCIES APPROPRIATIONSAppropriating money to the commissioner of transportation (DOT) for +multimodal systems including aeronautics, transit, freight and commercial +vehicles, for state and local roads and for general support and services, to the +metropolitan council for bus transit and rail operations including the Hiawatha +light rail transit line and to the commissioner of public safety for +administration and related services including public safety officer survivor benefits +and soft body armor (bullet proof vests) reimbursements, for the state patrol +including capitol security, for driver and vehicle services and for traffic and+ pipeline safety; providing grants for metropolitan planning and transportation+ studies outside the metropolitan area; providing for the continued +availability of certain appropriations and for certain fund transfers; requiring +budget base reduction reports to the legislature by the commissioners of +transportation and public safety and the chair of the metropolitan council and requiring+ the commissioners of public safety and transportation to jointly annually+ report to the legislature on the expenditure of federal funds available under +the repeat offender transfer program; limiting reverse auctions for highway +construction projects; requiring the metropolitan council to submit to the +Hennepin county regional rail authority a proposed operations management plan for the+ Hiawatha LRT; providing for the financing of general contingent accounts and +for the payment of tort claimsARTICLE 2 � OTHER CHANGES RELATED TO TRANSPORTATION AND PUBLIC SAFETYRequiring the commissioner of transportation (DOT) to use the greater+ Minnesota transit fund for transit operations and related administration under+ the public transit subsidy program; specifying certain appraisal and +negotiation requirements for the acquisition of property for transportation +facilities or purposes under eminent domain, classifying the data provided to the +property owner as public; increasing the limit on reimbursement to private +property owners for appraisal fees relating to direct purchase under eminent +domain; restricting the involvement of the state archaeologist with +archaeological or historic sites to existing sites; authorizing the commissioner to +charge user fees to single occupant vehicle owners or operators using designated +trunk highway high occupancy vehicle (HOV) lanes, penalty provision, +requiring use of certain fee proceeds for transportation capital improvements and for +the metropolitan council for expansion and improvement of bus transit +services within the corridor; requiring commissioner biennial reports to the +legislature on the total expenditures from the trunk highway fund in certain +categories; eliminating the prohibition on payment of sales tax expenses from the+ trunk highway fund; authorizing the commissioner to enter into agreements +with Indian tribal authorities to provide maintenance, design and construction to+ highways on tribal lands; authorizing county boards vacating county highways +to designate the former highway as a county cartway and restricting +expenditures on the cartways from road and bridge funds, prohibiting the reversion+ to towns of county highway rights-of-way removed from the county highway +system without a hearing, authorizing transfer of jurisdiction over county highways +upon agreement between the county and the authority, agency or tribe of +transfer; providing for mediation or arbitration in the settlement of disputes +between adjoining towns over the division of responsibilities for +establishing, altering, vacating or maintaining town line roads; expanding the +definition of special mobile equipment for motor vehicle registration purposes to +truck mounted log loaders; modifying certain seasonal highway weight +limits; authorizing the issuance of more than one set of special license +plates to volunteer ambulance attendants, requiring return upon termination of +status; imposing certain license plate and sticker issuance fees; +establishing procedures for authorization and issuance of new special motor +vehicle license plates to certain requesting entities; providing for the issuance of +special Rotary member license plates to members of Rotary international; +increasing the motor vehicle transfer and title issuance fees; modifying the speed +limit for school zones; requiring and providing for the commissioner of public +safety to implement a monthly sampling program to verify automobile insurance +coverage; requiring commissioner suspension of drivers licenses for failure to +provide vehicle insurance, imposing a reinstatement fee and requiring +attestation of insurance; modifying certain highway weight limit increases and +increasing the weight limit for vehicles and vehicle combinations on nine ton county+ roads during the winter season; increasing the surcharge for reinstatement +of drivers licenses after revocation for driving while impaired (DWI) offenses +and requiring a certain percentage of the surcharge to be used for +vehicle forfeiture costs and modifying certain other allocation requirements;+ requiring and providing for the commissioner of transportation to biannually +prepare highway user tax distribution and trunk highway fund revenues and +expenditures forecasts; reducing the operating assistance percentages under the +public transit subsidy program, authorizing certain commissioner payment +adjustments to certain recipients and providing for payments from the greater +Minnesota transit fund; sunsetting the major transportation projects +commission; modifying the allocation of revenue from the sales tax on motor +vehicles; modifying certain conditions for reimbursement to public employers +for the costs of complying with certain health insurance continuation +coverage requirements for certain retired or separated peace officers and +firefighters suffering disabling injuries in the line of duty; granting the +commissioner of public safety certain administrative and enforcement powers relating +to motor vehicle registration and drivers license issuance, creating an +education and compliance account for the deposit of administrative penalty order +receipts; requiring towing policy and practice for vehicles in capitol complex +public parking spaces to conform to certain towing regulation provisions; +sunsetting the capitol complex security oversight committee; providing for web +site publication of local transportation project requests for proposals; +providing for the effect of annexation on township roads and easements; +extending the availability of certain funds appropriated to the commissioner of transportation for airport development and assistance; eliminating +the expiration date for a certain provision exempting certain utility and+ recycling vehicles from certain highway weight restrictions; requiring the +commissioner of finance to transfer certain funds from the transportation +revolving loan fund and the remaining balances in the alcohol impaired driver +education account in the special revenue fund and greater Minnesota transit +fund to the general fund; requiring the commissioner of transportation to study +the status of the highway rest area program and the feasibility of using +centerline rumble strips during highway construction, requiring a rest area program +study report to the legislature by a certain date; prohibiting the metropolitan +council from reducing public access to services and facilities at the Hubbard +marketplace transit station; authorizing Itasca county to exchange certain land +to acquire real property for county highway maintenance facilities; prohibiting +the commissioner, the metropolitan council or the Hennepin county +regional rail authority from taking action or spending money for preliminary +engineering, final design or construction of light or commuter rail transit in the+ southwest transit way corridor between the cities of Minneapolis and Eden +Prairie; requiring the metropolitan airports commission (MAC) to allow public participation in the taxicab advisory committee; repealing a certain +provision exempting drivers license revocation for failure to provide +automobile insurance from certain department of commerce investigation +procedures, the requirement for insurer notice to the commissioner of public safety +of lapse in insurance coverage, property tax replacement aid and certain rules +setting license plate and validation sticker fees and requiring the provision+ of certain insurance information upon vehicle transfer (je)
