Relating to the organization, operation and financing of state +government for fiscal year 2003 ARTICLE 1 - TRANSPORTATION Transferring and cancelling certain prior appropriations to the +commissioner of transportation (DOT) and authorizing the issuance of state bonds for +certain projects, providing for the payment of bond sale expenses ARTICLE 2 - TRANSFERSRequiring the higher education services office (HESO) to transfer by +a certain date a certain amount of uncommitted balances in the SELF loan +reserve fund to the general fund and the commissioner of human services to transfer +certain amounts from the TBI enterprise, lease income and ICF/MR +(intermediate care facilities for persons with mental retardation) depreciation accounts+ to the general fund ARTICLE 3 - E-12 EDUCATION FORECAST ADJUSTMENTSMaking certain adjustments to appropriations for early childhood and +family (ECFE) and K-12 education programs ARTICLE 4 - HEALTH AND HUMAN SERVICES FORECAST ADJUSTMENTSMaking certain adjustments to appropriations to the commissioners of +human services and health for certain health and human services programsARTICLE 5 - MISCELLANEOUSEliminating the expiration date of the governor's residence council; +reducing the maximum amount of total advance final payments made to school +districts and charter schools; including MFIP (Minnesota family investment program)+ child care assistance funds to a certain prior provision authorizing the +commissioner of human services to transfer unencumbered appropriation balances +among certain funds; transferring a certain amount of money from the state +government special revenue fund to the board of chiropractic examiners to pay for +contested case activity; appropriating money to the secretary of state to fund the +legal costs associated with the 2002 redistricting court case and to the board on+ judicial standards for costs of a public hearing for a judge; modifying the +effective date of certain prior provisions modifying funding for the tobacco +use prevention and local public health endowment fund; providing for +carryforward of certain costs associated with state employee layoffs and certain +fiscal year unexpended and unencumbered nongrant operating balances ARTICLE 6 � PUBLIC SAFETY OFFICERSProhibiting reversion of unexpended money in the public safety +officers benefit account to the general fund until payment or denial of public +employer claims for reimbursement for the costs of continuing health insurance+ coverage for disabled peace officers or firefighters and modifying certain +reimbursement requirements; providing for the payment of public safety officer +death benefits to the estate of officers without an eligible spouse or dependentARTICLE 7 � DUPLICATE APPROPRIATIONS AND TRANSFERSRestricting the implementation of certain appropriations and +transfers, prohibiting duplication (mk)
