+providing a summary of appropriations to certain departments and agencies; +appropriating money to the board of regents of the university of Minnesota to +renovate Jones hall, construct the translational research facility and design a +teaching and technology center on the Minneapolis campus, to renovate and upgrade +the veterinary diagnostic laboratory on the St. Paul campus, to renovate +and equip the social science building on the Morris campus, to construct +facilities at certain research and outreach centers (ROC) and to design a medical +genomics research building at the Mayo clinic in Rochester, to the board of +trustees of the Minnesota state colleges and universities for certain +improvements at the Dakota, Hennepin, Northwest, South Central, Southeast and St. Cloud +technical colleges, the Fergus Falls and Inver Hills community colleges, the +Lake Superior, Minnesota West and Ridgewater community and technical +colleges, Bemidji, Mankato, Southwest and St. Cloud state universities and the Northeast+ higher education district and to acquire real property near college and +university campuses, to the commissioner of children, families for library +access grants and for grants to the city of St. Paul for a Paul and Sheila +Wellstone center for community building and to the city of Moorhead for the Trollwood+ arts village, to the commissioner of natural resources (DNR) for state and+ metro regional park land acquisitions and improvements, for state trail +acquisition and development, for the red rock rural water system, for dam +improvements, for flood hazard mitigation grants, for stream protection and +restoration, for scientific and natural area acquisition and improvement, for +acquisition of native prairie bank easements and for a grant to the city of Wabasha +to construct the national eagle center, to the board of water and soil +resources (BOWSR) for reinvest in Minnesota (RIM) conservation easements, for +wetland replacement and for grants to area II Minnesota River basin projects +for construction of the LQP-25/Lazarus Creek floodwater retention project+ and to the city of Stillwater for improvements on Brown's Creek, to the +amateur sports commission for national sport event center, to Hennepin county for +expansion of the children's theatre company facility and to the city of +Minneapolis for a new Guthrie theater, to the commissioner of transportation (DOT) for +local road improvements, for port development assistance and freight access +improvement grants and for greater Minnesota transit facilities, to the +metropolitan council to design the northwest busway corridor, to the commissioner +of health for certain dental clinics, to the commissioner of trade and economic development (DTED) for certain redevelopment account projects, for +the wastewater and greater Minnesota business development infrastructure +grants programs and for grants to the city of St. Paul for preservation of +the Roy Wilkins auditorium and to complete contamination remediation on +Phalen boulevard, to the Minnesota historical society for county and local preservation grants and for a grant to Jackson county for historic +Fort Belmont and to the commissioner of finance for bond sale expenses; +authorizing the issuance of state bonds for the projects and specifying certain debt +service payment requirements of the university of Minnesota board of regents +and the MnSCU board of trustees; authorizing independent school district +#281, Robbinsdale to issue general obligation bonds and levy for the costs+ to finance the Forest elementary school project, limit, providing for a +reverse referendum; expanding a certain prior provision authorizing the +commissioner of administration to state owned property in the capitol complex under a+ lease purchase agreement for improvements constructed on the site to the +authority to lease surface, air and utility rights for state owned property in a +parking structure; authorizing the commissioner of natural resources to +allocate money for the flood hazard mitigation grants from a certain prior +appropriation for the partial construction of projects without regard to the need for +an additional appropriation to complete the projects ARTICLE 2 - ROSEAU FLOOD APPROPRIATIONSAppropriating money to the commissioner of trade and economic +development (DTED) for transfer to the public facilities authority for grants to +local government units to assist with the cost of rehabilitation and +replacement of publicly owned infrastructure and to the city of Roseau to relocate +the flood damaged city hall, auditorium, library, museum and police department,+ to the commissioner of natural resources (DNR) for flood hazard mitigation +grants to the city of Roseau and other local government units in the DR-1419 +area, to the commissioner of transportation (DOT) for grants to local government +units for flood damaged road or bridge rehabilitation, replacement or +reconstruction costs and to Polk county to repair a certain structure on highway +#220 damaged by flooding;
