Relating to elections, providing for conformity with the federal help+ America vote act of 2002; requiring the secretary of state to establish a +procedure for the review of complaints relating to voting system standards, +computerized statewide registration lists and equipment and voter registration +requirements; specifying a procedure for complaints relating to town, city, school +or county employees or officials, providing a separate procedure for complaints+ relating to the secretary of state, subjecting determinations to appellate +review; modifying the permanent voter registration system, providing for an +interactive computerized statewide voter registration list; specifying certain +additional requirements of the statewide registration system and eliminating +certain requirements of the secretary of state relating to the adoption of +rules for the system; providing separate procedures for voter registration in +person and registration by mail before election day; expanding the content +requirements for registration cards, cards lacking certain information to be +considered deficient; making mandatory the option of the secretary of state to +withhold from the public information list the names of registered voters +placed under court ordered protection; imposing a time limit for county auditor +entering of information contained on registration cards in the statewide +registration system after receipt; requiring the electronic transmission of +certain deceased voter and guardianship and felony conviction information to the +secretary of state by the commissioner of health and the state court administrator respectively, mutual agreement requirements; modifying certain +requirements for the use of applications for drivers license or identification (ID) +cards as voter registration cards; requiring a secretary of state agreement +with the department of public safety to match information in the statewide +voter registration system with information in the department database to +verify the accuracy of the information provided on voter registration +applications and a commissioner of public safety agreement with the federal social +security administration to allow the use of the last four digits of the social+ security number to verify voter registration information; modifying certain +requirements for the posting of voting history; authorizing certain additional +information on polling place rosters; requiring additional absentee voter +instructions under certain deficiency conditions; placing the responsibility for +providing information on voter registration and absentee balloting procedures +to absent persons in the military with the secretary of state; modifying +certain requirements for the form and recording of absentee ballot +applications; specifying a certain recording requirement of election judges +relating to preventing absentee voters from voting more than once, requiring +return of the record to the county auditor or municipal clerk with election day +materials; requiring the secretary of state to prescribe the form for the +separate record of absentee ballots cast; expanding the authorized procedures for +alternative elections resulting from court orders relating to closing the polls; +requiring voters registering by mail to show identification to election judges +before signing the roster under certain conditions; requiring the secretary +of state to adopt permanent rules to establish uniform and nondiscriminatory +standards for counting votes; requiring voting systems after a certain date to +include a system accessible to individuals with disabilities and requiring +voting systems to be certified by an independent testing authority approved by the +secretary of state; authorizing the secretary to approve the use of +experimental electronic voting systems to participate in the electronic +registration and voting demonstration project under a certain federal law (mk)
