Relating to parentage ARTICLE 1 - GENERAL PROVISIONS Adopting the "Uniform Parentage Act (2000)"; defining certain terms, +specifying the scope of the provisions, designating the district court as the +adjudicating court, providing for the protection of participants, applying +provisions relating to determination of paternity to determinations of maternity+ and providing for applicability of the provisions to actions involving +American Indian children, Minnesota Indian preservation and Indian child +welfare acts to control ARTICLE 2 - PARENT-CHILD RELATIONSHIPProviding for the establishment of the mother-child relationship and +the father-child relationship, prohibiting discrimination based on +marital status; providing for a rebuttable presumption of paternity in the context of+ marriage and for custody of child born to single birth mother and for +parenting time and custody and parenting time with children born outside of marriage ARTICLE 3 - VOLUNTARY ACKNOWLEDGMENT OF PATERNITYProviding for the voluntary signing and execution of acknowledgments +of paternity, acknowledgments to be void under certain conditions; +authorizing presumed fathers to sign or otherwise authenticate acknowledgments or+ to sign denials of paternity; specifying certain rules for and providing for +the effect of acknowledgements or denials of paternity, requiring filing with +the department of health, prohibiting a filing fee; prescribing +procedures for rescission or challenge of paternity acknowledgments or denials, +prohibiting ratification of unchallenged acknowledgments; providing for the +recognition of acknowledgments or denials effective in other states; requiring the +department of health to prescribe forms for acknowledgments and denials; +authorizing the department to release certain information and to adopt implementation+ rules ARTICLE 4 � FATHERS ADOPTION REGISTRY Providing for the effect of the fathers adoption registry in adoption+ and termination of parental rights proceedings ARTICLE 5 - GENETIC TESTINGProviding for the determination of parentage through genetic testing; specifying certain authority of and placing certain restrictions on +the court and support enforcement agencies relating to testing orders; +specifying certain requirements for genetic testing and for testing reports; providing +for identified father rebuttal of genetic testing results and for the +payment of genetic testing costs; requiring or authorizing orders for further or additional testing under certain conditions; providing for the +confidentiality of genetic testing information and imposing a penalty for +unauthorized release ARTICLE 6 - PROCEEDING TO ADJUDICATE PARENTAGEPART 1 - NATURE OF PROCEEDINGAuthorizing and providing for the maintenance of civil proceedings to adjudicate parentage; specifying the individuals required to +participate and providing for representation by counsel; requiring personal +jurisdiction of the court over individuals to be adjudicated; providing for venue; +specifying certain proceedings commencement time limits; granting the court the +authority to deny motions for genetic testing under certain conditions, +specifying certain factors to be considered in determining the best interest of +the child;
