SF 968 Senate Long Description

Modifying certain provisions governing the higher education services +office; eliminating the requirements for HESO to establish an account for +depositing funds for youth community service program participants postservice +benefits and for the tuition reciprocity agreement with the state of Wisconsin to +be based on the existence of an income tax reciprocity agreement between the +two states; removing private institution tuition and fee maximums from the +provision providing for the recognition of the cost of attendance for student +grant eligibility purposes; authorizing the office to impose certain other +measures in cases of insufficient grant appropriations; increasing the amount +of anticipated level of Pell grants relating to state grant savings +required to be used by the office to increase the living and miscellaneous expense +allowance; increasing the bonding authority of HESO; requiring the office to +charge certain initial and renewal fees for the registration of private and +out of state public institutions; modifying certain provisions relating to +the college savings plan, expanding the tuition plan or program requirement and +defining certain additional terms, eliminating the penalty for misuse of +distributions from the accounts, prohibiting nonqualified withdrawals of matching +grant funds and requiring matching grant refunds to be returned to the plan, +reclassifying certain data, expanding the acceptable documents for contributions to+ the accounts, extending the maximum account balance limit, eliminating +the requirement for excess contributions to be returned to the account +owner, modifying certain matching grant requirements, subjecting +nonqualified distributions to an additional tax and providing for minor trust +accounts under the program; modifying the formula for calculation of public safety +officers survivor education benefits; providing certain learn and earn program incentives; repealing advanced placement (AP) and international +baccalaureate (IB) grants (je)
